About this file
This document package includes an amendment to a federal contract solicitation and the related solicitation opportunity. The amendment provides responses to bidder questions, clarifies payment terms, and retains the original bid due date of March 24, 2020.
The solicitation is for the replacement of the Fort Eustis Boulevard bridge over the Lee Hall Reservoir in Newport News, Virginia. The $10 million project involves replacing the existing 16-span bridge with a nine-span structure and reconstructing approach roadways. One lane in each direction must remain open during construction. The 676-foot bridge and 0.56 mile project include five 12-foot travel lanes, two 10-foot shoulders, and a four-foot median. The west abutment is part of the Lee Hall Reservoir dam and must meet dam safety requirements. Bids are due on March 24, 2020 at the specified location.

Questions/Clarifications
Questions / Clarifications
The following questions and issues were submitted to EFLHD. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Can you please advise where in the plans, the work for bid item 62534-0000 NS BRIDGE SUPERSTRUCTURE ELASTIC INCLUSION 20" is located.
Response: This pay item is for the EPS material shown on sheets R19 and R26 that is installed behind the backwall. The VDOT SPECIAL PROVISION FOR ELASTIC INCLUSION Expanded Polystyrene (EPS), SQ404-000100-00 is the special provision that applies to this work. See Amendment 0002, Question 54 for further information.
2. Section 153-Contractor Quality Control, does not specify if a Full-time QCM or Part-time QCM is required for this project. Should we assume a Full-time QCM is required?
Response: Yes, assume a full time QCM is required. In accordance with 153.02(a), conform to the requirements of a full time QCM if not specified.
3. The bid form re issued with addendum #1 is missing the signature line, total line, and page B-7 from the original bid form. Please Advise.
Response: The Bid Schedule (Sheets B-1 to B-6) issued with Amendment #2 is the most recent and should be used. B-7 is unchanged from the original solicitation.
4. We are in the receipt of Amendment 003 moving the bid date to March 25th 2020. Is the Federal Highway Administration considering extending the due date considering COVID-19 virus concerns?
Response: The new date is Tuesday, March 24, 2020 (not March 25), and is not expected to change.
5. No mention is made in the plans or specifications regarding a cover depth survey for the bridge deck.
VDOT specifications require it. Will a Cover Depth Survey be required for the bridge deck? If so can a pay item be added to compensate for it?
Response: Use VDOT Specifications for bridge deck cover survey. The survey will be paid under the lump sum pay item in Section 154. A Special Contract Requirement will be added in an amendment to modify the measurement and payment described in 404.08.
6. Mechanical splices are called for at the abutments on sheets R13 and R21, however no mechanical splices are shown on the pier bents. Are the Bents Eastbound and Westbound sides supposed to be tied in similar to the abutments or are the independent elements? If tied in, please clarify if it is similar to the abutments. If independent please show a construction joint detail or otherwise as required for the contact surface or gap between bents.
Response: Abutments A and B are designed as single units that require mechanical splices.
Eastbound/Westbound bent caps are designed as independent units and do not require mechanical splices. A 1” gap is shown on sheet R10.
7. Regarding Item 64038-0000 NS PREBORING PILE (14" PRESTR. CONC. PILE), we have contacted all of the industry experts in drilling and they have stated the following:
1. The new age drilling machines do not allow for drilling through timber pile at a batter.
2. In the past, older machines from the 1950’s were able to perform this, however it was dangerous and these machines no longer exist.
3. It is not possible to drill through timber pile at a batter, this design is un-constructible.
Is EFLHD willing to make an exception to allow the contractor to extract any existing timber pile in conflict? Or is the contractor allowed to adjust the pile spacing to avoid conflicts with existing pile? Or may the contractor use 24” plumb pile in place of the 14” battered pile?
Response: As previously answered, extraction of timber pile at Abutment A is not allowed due to Dam embankment restrictions. The contractor may propose pile extraction at Abutment B, but any proposed design change will have to be evaluated by the CO. The Contractor awarded the project shall follow the contract unless a value engineering or other alternative is submitted and approved.
8. With regards to the Fort Eustis Bridge Replacement Project can you please clarify the following issues:
1. Spec section 104.01 states that the authority of the Contracting Officer (CO) includes inspectors, and the Authority of Inspectors is further defined in Article 104.02. This appears to mean that the CO will be responsible for providing inspection of the project, please advise if my understanding is correct.
2. Spec section 153 “Contractor Quality Control” describes the requirements for the QCM, Inspectors and Testers. Is the Contractor responsible for providing all quality control including the QCM, Inspectors and testers or is all or any portion of the QC/Inspection & testing being provided by the CO as stated in article 104?
Please clarify who is responsible for QC/Inspection & Testing, specifically the Owner (CO) or the Contractor or some blend?
Response: Neither the CO or inspectors are responsible for Quality Control or for performing testing and/or inspection that is the responsibility of the Contractor. The Contractor’s responsibility for Quality Control and quality control inspections is as stated in Section 153. The CO and those inspectors that are delegated certain authorities of the CO fulfil only the role as stated in 104.02. The CO or the owner may inspect or test any item or process at any time, but is not responsible for Quality Control.
9. Given the work restrictions included in specification sections 108 and 156, we have found that the 893-day completion period is insufficient to construct the project. Please consider increasing the allowed time by 90 days.
Response: Work restrictions outlined in Section 108 and 156 are standard on EFLHD projects and have been factored into the time allotment. Within the work restrictions are opportunities for working outside standard work restrictions when submitted according to the Contract and approved by the CO.
10. On Sheet R55 Note A(c) states “Include steel pile points for all abutment piles. This item is incidental to 12” pile.”
1. Is this a typo and pile points are paid for in the pile point item? Or are pile points required for abutments incidental to the 14” pile? Please clarify.
2. Also, please confirm pile points are NOT required for the 24” pile.
Response: Pile points will be paid for by the each for wherever shown as required per the plans.
The second sentence of Note A(c) should be deleted and 12” Pile is a typo, should read 14”. Pile points are not required for 24” pile.
11. Follow-up question to Q&A from Amendment 002 #55, Amendment 001 #20, and a question I received an answer on 2/13/20. There is a discrepancy in the required subcontracting goals between the Bid Checklist, Block 17 Continuation sheet and the Subcontracting Plan document. The Bid Checklist and Block 17 Continuation sheet in the IFB Solicitation state 48% (SB), 5% (SDB), 3% HUBZones, 5% (SWBE), 3% (SDVOSB). The Subcontracting Plan states 48% (SB), 5% (SDB), 3% HUBZones, 5% (WOSB), 3% (SDVOSB), and 3% (VOSB) (in no particular order). Can you confirm which is required as one seems to have 4 subcategories with a total of 16% participation and the other has 5 subcategories with a total of 19% participation?
Response: The required goals are the goals stated in block 17 of the SF1442 Continuation Sheet which state 48% (SB), 5% (SDB), 3% HUBZones, 5% (SWBE), and 3% (SDVOSB). Please see footnote 1 on page 1 of the Subcontracting Plan for additional information. The 3% goal for VOSB in addition to the required 3% goal for SDVOSB is for tracking purposes only.
12. Continuation of above question. Is SWBE from the IFB documents and WOSB from the Subcontracting Plan interchangeable and will either satisfy the requirement?
Response: Yes.
13. Please advise if there will be any changes to the due date now scheduled for 3/24 hand delivery or if email copy will replace hand delivery.
Response: There is currently no change to the bid opening date of March 24, 2020. If there is a change to the bid opening date, then an amendment will be issued accordingly. Electronic bid submissions will not be accepted. Per the solicitation instructions, you can submit your bid package via U.S. Mail, Federal Express, UPS, etc. Given the current situation with the COVID-19 outbreak, attendance at the bid opening is discouraged. The results of the bid opening will be posted online at beta.SAM.gov by COB the day of the bid opening.
14. With the current uncertainty with Covid-19, how do you want us to address potential escalation and schedule impacts in our bid?
Response: Schedule impacts are not anticipated. Price escalation clauses have been added into Section 109 of the SCRs (Amendment 001). As with any other impact, one arising from the COVID- 19 virus will be handled administratively with the contractor that is awarded the contract.
