T.S. KENNEDY – FY22 DD & ABS SURVEY
QUESTIONS
ITEM 114 - PROVIDE SHORE POWER – The shipyard provided shore power is a fixed price not by kWh. The shipyard is located in a city that charges a peak demand fee for electricity usage. Peak Fees are determined using the maximum demand (or “peak demand”) occurring during the monthly billing period. The demand charge is billed as a fixed rate calculated on a per KW (kilowatt) basis.
Can the shipyard provide a fixed price for providing the electricity for the duration of the Drydocking?
Conditional- MARAD will accept a fixed price of the shore power, but that fixed rate shall be a daily rate and be charged only when the vessel is using shore power. Any change orders or extensions past the original POP shall be at the billed at the contract daily rate and only for the duration of the extension.
Shaft Alignment - Will strain gauges be accepted as part of the alignment requirements?
Response: Yes
Item No. 111 Maintain Ships Lighting - How mant lights/ fixtures should be estimated for renewal, or will their renewal be handled via CR and CCO?
Response: On replacements are included in this item unless they fixtuers are damaged during the performance of the work. The initial inspection shall identify any broken fixtures. Fixtures not identified during the initial inspection will be considered to have been damaged by the contractor and shall be replaced at the contractors expense.
Item 208 - Blasting & Coating Hull - Will UHP water blasting or UHP water sweeping be accepted in place of grit blasting / grit sweeping?
Response: Response: Yes, preparation shall meet the requirements of the paint manufactures procedure for surface preparations. Including the required profile.
QUESTIONS
Item 219 - Chain Lockers – Water blasting at 20,000 PSI inside a chain locker is extremely dangerous. Could grit sweeping to an SA1 be utilized instead of water blasting?
Response: No. The inside of the chain locker is coated with with "Esgard Bio- Kote" and residual material is incompatible with grit blasting. The pressure can be reduced to the minimum of what is required to achieve the removal the coating.
Item 219 - Anchor Chains – Will UHP water sweeping be accepted in place of grit sweeping?
Response: Yes
Items 301 through 305 do not provide any surface preparation requirements.
Will an SP 3 and solvent wipe be acceptable for new and burn damaged areas?
Item 304 does not specify any quantities. Please provide same
Response: The contractor shall use SSPC-SP11- Power-Tool Cleaning to Bare Metal, to remove all loose mill scale, rust, paint and other contaminants that may be detrimental to a coating application. The surface shall be free of grease, oils, dirt & dust, drawing & cutting compounds, mill scale, rust and paint. According to the SSPC, “loose” contaminants are those that can’t be removed by lifting off¬ with a dull putty knife.
The Contractor can, with the approval of the COR employ other approved methods of preparation to achieve a suitably prepared surface (as approved by the COR and Paint representative)
Work Item 303: Please provide a quantity of kick-pipes that require replacement, and size. Will you require mild steel or stainless steel?
Response: There are two kick pipes covered under this item. The pipes shall be mild steel.
The pre-solicitation notice text reflects a draft of 28’ 6”, however Section 200:
Dry Docking Requirements on page 63 of the Statement of Work states that the
QUESTIONS
contractor shall provide information that supports dry docking the ship with a 24’ draft. Please clarify.
Response: The ship, can achieve a light load draft of 24’. It is unknow at this point what the arrival draft will be, but the ship can be lightered to 24’ by the removal of the water ballast and other non-fuel liquid load. The ship only uses clean freshwater ballast. The government will attempt to arrive at the shipyard with a minimal amount of fuel, if removal of fuel is required to achieve the 24’ draft, it shall be addressed by change order. (it should be noted that all fuel tanks will be emptied and cleaned for inspection under item 211.
Item 208 Blasting and Coating of Hull - Tarping, tenting, and heating/cooling of a 540’ x 76’ vessel to ensure environmental conditions for exterior painting is not cost effective or feasible. All coating subcontractors in our area will caveat this requirement. Please confirm this requirement can be removed from the specifications for exterior painting requirements.
Response: This requirement will remain, it is the contractor’s responsibility to ensure that they meet the requirements for the paint application, due to the ships operational commitments there will be no justification for a weather delay, it is the responsibility of the contractor to demonstrate (as part of the submitted IMS) that they can complete all work, including all optional items in the 73-day period of performance.
Item 212 Internal Structural Exams of Saltwater Ballast Tanks- Are the No.6 Port and STBD double bottom tanks currently filled with distilled water? If so, are we required to save the distilled water?
Response: The tanks SHALL be refilled to the same quantities as the ship arrived with distilled water. Potable Water, purified water, RO water ect. is not acceptable, only distilled water is acceptable.
ITEM 202 TAILSHAFT EXAMINATION - How many gallons of RSC Bio Solutions EnviroLogic 3100 Hydraulic oil is required?
QUESTIONS
Response: For bidding the contractor shall include 7- 55 gal drums of new oil, any excess oil will be turned over the ships engineering crew.
ITEM 222 BOW THRUSTER - How many gallons of EnviroLogic 3046 Hydraulic Oil is needed?
Response: Bow Thruster, for bidding the contractor shall include 6- 55 gal drums of new oil, any excess oil will be turned over the ships engineering crew.
ITEM 219 Fathometer Trunks and Speed Log - Please provide the make and model number of the Doppler Speed log.
Response: DOPPLER SPEED LOG- FURUNO DS-80
FATHOMETER- FURUNO FE – 700
ITEM 126- SHORE STEAM Item calls for a 60 day contract period but the availability is for 73 days. Please clarify which is to be priced.
Response: ITEM 129 corrected to reflect correct contract duration of 73 days and make item OPTIONAL and define the option would be exercised based on the historical weather at the contractor’s location.
ITEM 301- Inner Bottom Tank top steel renewal- The section calls allowing to remove “1,500 Sq cube.” Please clarify what the amount to be removed is.
Response: ITEM 301- Clarified that the note to indicate that the estimated amount of high density crete ballast material to be removed in support of the proposed repairs is estimated at 1500 square feet of material.
ITEM 503 Inspection, Maintenance & Testing of Fire Extinguishing and Detection Systems- Extinguisher list provided in scope does not have dates to price services required for portable fire extinguishers.
