About this file
This document package includes a solicitation for drydocking and survey services for the T.S. KENNEDY training vessel, as well as a related condition survey report of the vessel.
The solicitation seeks quotations to perform drydocking and ABS special survey work on the T.S. KENNEDY to meet USCG and ABS regulatory requirements by November 15, 2022. Services include drydocking examination, internal structural examination, special survey, and repairs to structures, machinery, equipment and coatings identified in the statement of work. Interested contractors can request drawings and submit questions by specified dates. The condition survey report provides detail on hull plating and structural repairs needed based on the pre-drydock assessment, including locations and quantities of steel renewals. Repairs are specified for the inner bottom tanktop, side shell, frames and bulkheads in fuel and ballast tanks.

Performed a condition survey and an assessment of the suspect bulkhead 119 along with the adjacent structural steel members / piping / outfitting steel in spaces/tanks where available.
• The attending Port Engineer was Mr. Jeffrey H. Brown and was supported by the Chief Engineer. The
MARAD representative was Mr. Jeffrey H. Brown.
• Generate a write up for condition assessment in spaces/tanks surveyed and along with a formal repair plan if damage/deficiencies are discovered, based on ABS allowance, criteria tolerance. Assist the attending Port Engineer and the ship’s force to determine repairs required for the shipyard period.
This vessel is not in the Alternate Compliance Program (ACP) with the US Coast Guard.
Guidelines for Structural Steel / Outfitting / Piping Assessment criteria were based on ABS rules, Part 7: Survey after construction using substantial diminution and gross defects, survey performed was for targeting steel repairs/renewals.
Inspection grading criteria for the ABS Hull Inspection and Maintenance Program were the guidelines used for criteria of repairs.
The ABS Coating Condition Guide for field surveyors was followed for coating assessment of existing surface coating systems.
ABS minimum wall thickness for steel pipes was followed for tolerance and based repair/s from wall thickness.
Respectfully submitted, Nestor Dimaya

STEEL REPAIRS/RENEWALS
ABS Class for Individual Wastage Allowance
In accordance with ABS rules, following additional thickness measurements in areas of known suspect wastage, a single marginal reading requires additional readings to be taken and evaluated together with close visual examination by the Surveyor in order to determine the extent of the corrosion, as noted in Rules for Survey After Construction 7-A-4/17. For the one plate found with substantial corrosion, a five-point pattern is taken on each panel of the plate within the suspect bay.
Assessment of these gaugings would be considered as the representative value, as noted in Rules for Survey After Construction 7-A-4 Individual plate with substantial corrosion. Notes relating TM reports that single measurements recorded are to represent the average of multiple measurements.
