SOLICITATION NO. 6923G520RTUGREPLACEMENT
AMENDMENT A0003
October 22, 2019
1. The Technical Specifications calls for 3/16” diamond plating on page 74. DWG 19005-100-01 calls for ¼” diamond plating. Please advise on the correct thickness.
Page 74 of the Technical Specification (Section 622) is specific to floor plates and gratings, which are to be 3/16" aluminum (polished). The ¼" plate called out in DWG 19005-100-01 is diamond pattern steel plate, which composes the actual tank top of the gray water tank, double-bottom fuel-oil tank, and the potable water tank.
2. Is there an estimated total lightship weight and lightship draft available for the subject tug solicitation? For draft restriction purposes.
Lightship weight (with margins) is 138.42 LT. The calculated navigational draft in the lightship condition (with margins) is 9'-5".
3. We do not find a requirement for a Fire Detection System. However, in making a word search of the specifications, a fire detection system is mentioned three (3) separate times (line numbers 73, 1050 & 1225). Line 73 affects shipyard protection of the vessel during construction. The other two lines could lead one to assume a fire detection system is required for the vessel. Is a Fire Detection System required? If so, please provide requirements.”
A fire detection system is required. The fire detection system design and installation shall meet USCG Subchapter M regulations.
4. Upon close examination of the General Arrangement drawing, the locations of the following pumps are not shown:
a. Fire Pump
b. Bilge Pump
c. Z-Drive Cooling Pumps
d. Potable Water Pressure Set
We are not too concerned with the Z-Drive pumps as there appears to be sufficient room in the Z-Drive compartment & these pumps are small. The Fire & Bilge pumps & the Potable Water pressure set are substantially larger, and space is very limited. Some rearrangement may be required to accommodate this equipment. Please advise the intended locations these items are to be installed.
Not all equipment has been located on the GA or in the specs as we intended to leave it to the builder to determine the best location during the detail design. The Fire and Bilge pumps are not large (27” L by 10” W x 10”H) and should be relatively easy to locate in the Engine Room. The Potable Water Pressure Set is about 23” H x 18” L x 11” W and should fit in the Engine Room as well, but could possibly be located in the Bosun’s Locker.
5. Page 47 – Please clarify the following description: “One (1) USCG buoy positioning equipment (Owner furnished and installed).” Will this equipment be supplied by SLSDC prior to departing the Builder’s shipyard? What is this equipment? Will any support be required by the yard for installation?

This will be supplied by the owner, after the vessel is delivered to Massena. The equipment is a program to assist the operators in confirming all US floating navigation aids are in their proper position as advertised in the Light List.
6. Page 45 – Are “or equivalent” substitutions acceptable for the items described under the heading “420.3 Electronic Navigation Systems” as model numbers change frequently? Would the following substitutions be acceptable?
Please note that we are not pre-qualifying equivalent items at this time. The contractor will be required to furnish descriptive literature after contract award on any equivalent items to determine acceptability. If the equivalent meets the salient features of the specified item, it will be determined acceptable.
o Radar – Furuno DRS4A to Furuno DRS4DNXT. Please see above answer.
o VHF Radios – Icom M604 to Icom M605. The equivalent must have the dual/tri-watch function.
