SOLICITATION NO. 6923G520RTUGREPLACEMENT
AMENDMENT A0007
October 30, 2019
1. Need a quick clarification with regard to the Bid Schedule.
CLIN 0008 requires a spare propeller, no mention in the specifications of material requirements.
Meanwhile CLIN 0007 requests a price to provide stainless steel propellers in-lieu-of the Aluminum-Bronze called for by the base requirement. In the event CLIN 0007 is exercised, providing the Schottel units with stainless steel propellers, what material propeller is required to be quoted in CLIN 0008?
Please advise which price to submit in CLIN 0008 of Schedule B.
A. Spare propellers should be of the same material selected for the primary set – i.e. aluminum-bronze if CLIN 0007 is not exercised; stainless steel if CLIN 0007 is exercised.
2. Need for clarification:
Specification section 070.2 describes the tug as a 46 CFR Subchapter C uninspected vessel, which is consistent with a public vessel per 46 USC 2101 & 2109. Subchapter M is specified as guidance only for equipment. Therefore, no USCG inspection or plan approval is required. This seems to conflict with Specification section 085.2 which states in part: “This encompasses all efforts required by USCG for approval.” Please explain what specific USCG approvals are required.
A. HT-60 is designed to satisfy all 46 CFR Subchapter M design standards. We understand the vessel may ultimately be operated by SLSDC as Subchapter C, uninspected; however, it is unclear to Glosten what, if any, initial USCG inspections may be required for official designation as a public vessel. The language in section 085.2 of the Technical Specification is included to ensure the vessel, as delivered to SLSDC, is fully approved for immediate entry into service, whatever form that approval process takes.
