SOLICITATION NO. 6923G520RTUGREPLACEMENT

AMENDMENT A0002

October 15, 2019

1. It is noted the Glosten drawings as part of the solicitation have been stamped by a PE. Most are marked as Rev - or are listed as initial revision. Are bidders to assume the PE review was for adequacy to insure design meets the requirements of the specified CFRs and contract requirements?

Yes.

2. Does a Shipconstructor or Other 3D model of the desired Vessel exist with the Design agency and if so will this Model be made available to the successful bidder?

There is a complete, contract level, 3D Rhino model of the structure that will be provided to the successful offeror. The Rhino model is not a contract document and will be provided for the contractor’s convenience.

3. Would a neat steel weight estimate of the desired vessel be available from the design agent?

Please refer to General Note 9 of the Structural Arrangement drawing, which reads:

“FOR ESTIMATING PURPOSES ONLY: THE STRUCTURAL STEEL WEIGHT, INCLUSIVE OF DESIGN

MARGIN, IS ROUGHLY 82 LT, OF WHICH 95% IS PLATE AND 5% IS SHAPE.”

This is the extent of what we are able to provide in way of a steel weight estimate.

4. Specification requires a crane test as part of acceptance trials. Would the Corporation please provide a test standard.

Contractor shall propose a test standard for approval by Owner and by the crane manufacturer.

5. Will any of the specified equipment be provided by SLSDC? Several specified pieces of equipment are extreme long lead delivery.

No.

6. The acceptance trials require speed run as part of the trials. The weather conditions stated for the trial, “calm waters with no detectable tidal or wind driven surface current” is unrealistic. Speed runs are normally done for a prescribed period of time over a defined course length. The average of the reciprocal runs negates wind and currents. Please review the requirement and provide clarified expectation.

Average reciprocal runs are standard and expected. Wind and current shall be as low as possible and, above all, constant over and between reciprocal runs.

7. Would there be an expected bollard pull result or standard that can be shared.

The estimated bollard pull is 18 ST. See section 070 of the Specification.

AMENDMENT A0002

October 15, 2019

8. Sections D-2 and F-2 both state delivery is FOB Destination Massena NY, yet the delivery listed under Section 84 of the Technical Specification as at the shipyard, with an option to

Delivery Made a Massena , NY please clarify.

Delivery is FOB Destination to Massena, NY. The offeror shall include delivery costs in his/her offer.

9. Has the government considered winter closure of the Seaway to navigation in the stated 12 month delivery?

The government’s intent was substantial completion by the 12-month period. Delivery to

Massena, NY is expected in April 2021; therefore, the time for completion (including delivery) will be 16 months after contract award.

10. Please confirm that vessel will be considered uninspected under 46 CFR Subchapter C and the references relative to CFR 46 Subchapter M are to be used solely as guidance to design and equipment selection.

This is correct.

11. Can the wing tank bulkheads go to every 4’ with an intermediate frame (typical tonnage framing)?

Yes, it may be acceptable to use intermediate frames to replace every other wing tank NT bulkhead so long as the intermediate frames, spaced at 24", satisfy the applicable rules including the scantling requirements of ABS Ice Class C0.

12. Please list the machinery that the Finnish-Swedish (Baltic) Ice Class IC will apply to.

This applies only to the Z-drive units and associated machinery (shafting and torsion couplings).

13. Part I, Section F, Deliveries or Performance – “The Corporation requires delivery of the tug to be made within twelve (12) months of award of a contract.” When does the Corporation intend to award the contract? Our understanding it that the St. Lawrence Seaway’s navigation season generally extends from late March to late December.

See Question 9 above. The government intends to award the contract by December 2019.

14. “611.1 Fendering” references Drawing 19001-166-01. The drawing provided is 19005-166-01. Is drawing 19005-166-01 the correct revision?

The correct drawing is 19005-166-01.
