SOLICITATION NO. 6923G520RTUGREPLACEMENT
AMENDMENT A0005
October 24, 2019
1. For clarity of the proposal submittal can you please advise on best course of action?
Per Section L we are only to submit 2 Volumes. However, other information is required to be submitted as part of the requirements outside of the 2 Volumes. For example, we must submit the Standard Form 33 as well as each additional amendments Standard Form 30 (Currently 0004 Amendments). We are also required to submit the Bid Bond/Bid Guarantee for this proposal. If we are to include these documents in Volume I, Pricing information, we will be well over the maximum page count of 5.
Volume I – (Max 20 Pages) – This is manageable to keep under the 20 page limit with requested narratives and table of contents/cover page, etc.
• Technical Proposal o Plan of Action
• Management/Shipyard Summary
• Past Performance
Volume II – (Max 5 Pages)
• Standard Form 33 (1 Page)
• Standard Form 30 – Amendment 001 (1 Page)
• Standard Form 30 – Amendment 002 (1 Page)
• Standard Form 30 – Amendment 003 (1 Page)
• Standard Form 30 – Amendment 004 (1 Page)
• Section B Pricing Form (1 Page)
• Proposed Milestone (1 Page)
• Section K Representations (5 Pages) – Section K is 5 pages directly out of the RFP. This alone, would reach the max number of pages required.
• Bid Bond / Bid Guarantee (3-4 Pages)
Standard Form 33, amendments, Section K, and the bid bond are excluded from the 5-page requirement for Volume II, Pricing Information.
2. Will proposals with alternative engines be considered? If an engine is similar in power with improved duty cycle, can it be offered in a proposal in lieu of or in addition to the C18 in the spec. i.e. a 690 hp engine at 1,800 rpm with a continuous rating (ICFN) equivalent to the Cat A Rating (unrestricted continuous).
The specifications take into consideration the requirements of the Buy American Act. Equivalents may be accepted if they meet our requirements; however, if the percentage of foreign parts exceeds the limitations of the Buy American Act, they will be rejected. Equipment submittals will be required after award for Owner review and consideration.
