About this file
This document is a Questions and Answers (Q&A) file for a Western Federal Lands Highway Division (WFLHD) Architect/Engineer (AE) Indefinite Delivery/Indefinite Quantity (IDIQ) Request for Proposal (RFQ) solicitation number 69056726R0000042026. The Q&A covers key clarifications for potential proposers, including: confirmation that the AE Design IDIQ and CM/CI Support IDIQ are separate procurements, small businesses must have professional engineering licenses in Alaska, Idaho, Montana, Oregon, Washington, and Wyoming, and firms can submit proposals as both a prime contractor and subcontractor. Additional clarifications include document formatting requirements (8.5x11 pages, 12-point font), performance evaluation submission guidelines, and confirmation that a subcontracting plan is not required for the RFQ submission.
The document provides specific guidance on proposal preparation, such as limiting project examples to six, allowing Standard Form 330's 10-point font, confirming that state DOTs and other agencies like Bureau of Land Management and US Forest Service qualify as partner agencies, and specifying that a Past Performance Questionnaire (PPQ) must be created by the proposer without a government-provided template. Proposers are also informed that a two-page maximum applies specifically to the "Demonstration of Responsiveness, Flexibility, Leadership, and Adaptability" section, and that an organization chart may be submitted on an 11x17 page as an exception to the general page size requirement.
