# General Technical Question Answer Date

1 X

Do you have a proposed scope of work this

MATOC would cover and perhaps proposed project list with size/scope?

We are still researching the proposed scope of work, however, we plan on sharing a proposed project list with range of magnitude (pricing) as well as a general type of work (road, paving, bridge) during the presentation on the virtual contractor call. I also anticipate that we will post the list when we post the call agenda at the end of next week.

2 X Must proposals be mailed, or is electronic submission acceptable?

A hardcopy of the proposal must be received by in-person delivery or mail/package delivery service. See page A-

1, section: "Facsimile and email proposals, modifications, and withdrawals"

This will be clarified under Amendment

A002.

1/3/25

3 X Are hand-delivered proposals allowed? Yes 1/3/25

4 X

If we mail the proposal, may the entire submission be included in one binder, or must it be separated into multiple binders?

See section L.3 General Instructions (page L-

4 of RFP) for submittal requirements.

1/3/25

5 X Is there a specific organizational format or structure required for mailed submissions?

See section L.4. PROPOSAL SUBMITTAL

INSTRUCTION (page L-6 of RFP) for organizational submission format.

1/3/25

6 X

Should the General Information section of the submission be in a separate binder or included before the technical section in the same binder?

See section L.4. PROPOSAL SUBMITTAL

INSTRUCTION (page L-6 of RFP) for submittal information.

7 X

Are we required to use the provided "J.3 Past

Performance Form"? May we submit previously completed Past Performance Questionnaires

(PPQs) for relevant projects instead?

Per page L-6 of the RFP, "FACTOR 3

CRITERIA: For projects submitted for the

Factor 1 criteria, if there is no past performance information available in

CPARS, submit copies of any completed past performance evaluations made available from the project owner. For any project submitted for the Factor 1 criteria where past performance information is not available in CPARS and the project owner does not have an equivalent past performance evaluation, Offerors should submit J.3 Past

Performance Form 2, which must be filled out by the project owner."

There are two sample project files provided:

1-J.4+Sample+Project_MT+NP+GLAC+HQ(3)

2-J.4+Sample+Project+Plans

For the Price Submittal, should we submit

Schedule B from both files?

Only submit pricing for Schedule B of the sample project. Submit pricing based on quantities provided in the Bid Schedule in document "1-

J.4+Sample+Project_MT+NP+GLAC+HQ(3)"

The front page of the RFP states that Electronic proposals will be accepted. However, page A-1 says that email proposals are not authorized for this solicitation, and page L-7 indicates hard copies of proposals are to be mailed. Please clarify if proposals may be emailed, or if a hard copy must be submitted. If hard copy is required, will FedEx also be acceptable, or must it be sent via US Mail?

A hardcopy of the proposal must be received by in-person delivery or mail/package delivery service. See page A-

1, section: "Facsimile and email proposals, modifications, and withdrawals"

This will be clarified under Amendment

A002.

10 X

I read in the solicitation that the intent is to award to at least three small businesses.

But I see in the past performance requirements there is a $1.5 Million minimum contract value.

Does that apply to small businesses who may be interested in applying?

The $1.5 million minimum contract value is a minimum project requirement for Factor

1: Proposed Prime Contractor Recent and

Relevant Experience, regardless of business size, per SECTION M- EVALUATION

FACTORS FOR AWARD list on page M-1 of the RFP.

1/6/25

11 X

For the sample bid for MT NP GLAC HQ(3) we do not see a temporary traffic control supervisor item. It has been our experience that FHA projects usually have this item. Are we to assume traffic control supervisor is incidental to other traffic control items or will a bid item be added?

Please bid according to solicitation documents.”

1/8/25

12 X

Will the sample project be awarded? Will the pricing submitted with the offer to the RFP be used when the sample project is awarded?

The sample project will not be awarded at this time. When the sample project is at

100% design, it will be solicited separately and the bid pricing will be separate from the pricing being solicited for the sample project, which is at approximately 75% design.

1/13/25

13 X

J-1 of the aforementioned solicitation list a

Maser Subcontracting Plan. Will this plan need to be submitted with the proposal due

01/28/2025, or only after award from the successful contractors?

Please submit the Master Subcontracting

Plan with your proposal submission. This will be clarifed under Amendment A003

1/16/25

14 X

Would we be able to submit projects completed by a sister company for recent and relevant experience?

Per Factor 1: Proposed Prime Contractor

Recent and Relevant Experience, "Provide a brief narrative for a minimum of two and maximum of five projects performed by the offeror as the prime contractor meeting the following requirements:

(1) The offeror was the prime contractor awarded a public agency (Federal, State, County, Local) construction contract; AND..."

Any project submitted for Factor 1 must be performed by the by the offeror as the

Prime. The Government is not considering team experience.

I am in receipt of Amendment #3 and the information on the Master Subcontracting Plan.

Page 1 of this form states, “this table only applies to individual subcontracting plans provided at the task order level.” Because this is a sample bid and will not be awarded as bid, we don’t understand the need for this form.

If it is still necessary, can the Government offer any examples of previously accepted form(s) and information that was included, as an example for us to follow?

The master subcontracting plan (required for other than small businesses responding to this solicitation) establishes the basics;

goals are established at the individual (task order) level. No individual subcontracting plan with goals is required at this time.

FAR 19.701 defines “Master subcontracting plan” as the following:

Master subcontracting plan means a subcontracting plan that contains all the required elements of an individual subcontracting plan, except goals, and may be incorporated into individual subcontracting plans, provided the master subcontracting plan has been approved.

1/17/25

16 X

In addendum #3 it says to include the master subcontracting plan in the proposal. Since the master subcontracting plan is related to dollar amounts on an individual task order, are we filling it out based on the Sample seed project?

If not we need more information on how to fill this out based on percentages and dollar amounts. It would be virtually impossible to fill out a general % covering the entire MATOC since each job has different subcontracting needs and opportunities.

Same response provided as question 15;

see above .
