About this file
This document is an amendment to a solicitation for the OR FLAP DOT CRGNSA 100(8), Multnomah Falls Viaducts Repair project. The amendment revises the solicitation in several ways, including extending the period for government acceptance of offers from 60 to 100 calendar days, revising the railroad protection requirements, and providing updated specifications for project prosecution and progress schedules. Offerors must acknowledge receipt of the amendment by the stated due date and time in order to be considered for award. The project involves repair work on two railroad viaducts located near Multnomah Falls, and will require close coordination with Union Pacific Railroad for flagging and temporary removal and restoration of existing railroad infrastructure to allow for the repairs.

Comply with railroad flagging schedule requirements for lead time and cancellation notices.
Railroad flagging services up to a maximum of $1,270,000 will be reimbursed by the Government. Railroad flagging services required in excess of $1,270,000 shall be paid by the Contractor and will not be reimbursed by the Government.
Contact the assigned UPRR PM 60 days in advance (and not earlier) to request a pre-construction meeting. Provide the assigned UPRR PM with a completed Contractor Endorsement and a $1,025.00 administrative fee payment by a check payable to UPRR.
One railroad flagger is required for work on each viaduct due to the distance between the two viaducts. Two flaggers are required at all times when work is in progress on both viaducts.
Submit weekly written updates of the work of the Project requiring the railroad flagger and the current construction schedule including a detailed three four-week lookahead schedule for completion of the Project to the CO and Kristyn Peterson, ODOT Statewide Utility and Rail Analyst.
(d) UPRR will remove the existing railroad rockfall detection posts and wires to allow the Contractor to complete the viaduct repair work that required this removal (estimated removal time is 5 days). UPRR will also restore their removed facilities after the Contractor has completed the viaduct repair work that required removal of UPRR facilities (estimated restoration time is 6 days). Notify the CO and Kristyn Peterson as follows to coordinate the removal and restoration of the existing railroad rockfall detection posts and wires.
(1) Removal. Provide the required notification at least 65 days in advance.
(2) Restoration. Provide the required notification at least 35 days in advance.

When the railroad flagger indicates a train is approaching, relocate all vehicles and equipment outside the Red Zone (see Sheets J.1 and J.2); and relocate all workers at least 25 feet from the live track centerline, or at least 15 feet from the live track centerline and under a viaduct. Do not return to work until notified by the railroad flagger it is safe to do so.
Maintain and submit a written log for each passing train to include: the date; time of notification of an approaching train; time that all workers, vehicles, and equipment are relocated as described above; and time that the railroad flagger provides notification that it is safe to return to work. Submit the written log at the end of each work week.
(g) Equipment and material may be stored within the UPRR right-of-way if they are stored at locations greater than 25 feet from the centerline of the track or under a viaduct. All equipment stored within the UPRR right-of-way is required to have a lockable battery disconnect.
