About this file

This document is a set of Questions and Answers related to a federal contract opportunity for the OR FLAP CURRY 595(1) Jerry's Flat Road Preservation and Improvements and OR FS RRSIS610 33(1) Agness Road Pavement Preservation project. The contract opportunity is solicitation number 69056723B000014, with a bid date of June 11, 2024 and anticipated award in early July 2024. The project requires earthwork geosynthetics, pavement preservation and improvements, and has completion dates originally set for November 1, 2024 which are deemed unrealistic. Amendments are planned to revise the completion dates to late Fall 2025 and address issues with the pavement roughness specification. The government will not allow an escalation clause for materials pricing. Overall, the document provides clarification and planned changes to the original solicitation requirements.

Project No. OR FLAP CURRY 595(1), OR FS RRSIS610 33(1)

Project: Jerry's Flat Road Preservation and Improvements & Agness Road Pavement Preservation

# General Technical Question Answer Date

1 X Does this project have geogrid specifications?

Yes. See FP‐14 Section 207. – Earthwork

Geosynthetics 5/23/2024

2 X

There is no sheet F‐1 “Tabulation Of Safety

Quantities” included in the plan sheets for this project. An additional copy of Sheet H‐1 is located in it’s place.

This will be addresed under Amendment

A001.

Given that this project does not bid until June

11, 2024, and award is not likely until the week of July 8th at the earliest, this project from a planning standpoint cannot be built within the timeframes listed. The Base bid is shown to be complete by 11/01/2024. Material production for the asphalt items and chip seal items alone will take at least a month. Asphalt Mix design completion and verification is at least another month in a perfect world. This puts the beginning of construction on or about the first part of September. Chip Seal work should begin no later than August first, which is only a month or less after the contract is awarded.

Paving on the Southern Oregon Coast also should begin well before early September in order to complete the paving and have suitable weather for permanent striping. I could go on with other items, but this is a moot point as the chip seal and paving cannot be done within the timeframes listed. Based on the above, we recommend revising FAR Clause 52.211‐10 to have the final completion dates for the base bid and any awarded options to be late Fall of

2025.

This will be addressed under Amendment

A001.

4 X

According to Section 401.01 of the SCR’S, Pavement roughness type for this project is

Type III according to Subsection 401.16.

Given that the existing roadway is extremely rough, and the MRI would have to be extremely high, is a Type III Smoothness Spec appropriate?

This will be addressed under Amendment

A001.

Given the late bid date & completion date changing to 10/25/25 would an escalation clause for asphalt oil, emulsion, fog seal & tack be appropriate?
