WY NPS GRTE 2017(1)

Moose Wilson Road Phase 1

# General Technical Question Answer Date

1 X

The bid documents for the WY NPS 2017(1)

Moose Wilson Road Phase 1Project call for site amenities to be included on this project. As a

Woman‐Owned Small Business sheet metal fabricator, we would like you to consider

Jamestown Advanced Products’ Extra Large

Kennedy Bike Rack as an approved equals.

The preliminary plans for this project are not the plans to bid on. These plans only provide a preview of solicitation plans we intend to post so potential bidders can look at the potential project site before snowfalls occur within the potential project limits.

2 X

Is the Moose Wilson Road Phase 1 project being bid under the Yellowstone/Grand Teton

MATOC? It is according to the solicitation out now. I thought it had changed to another

MATOC group. Let me know when you get a chance.

Yes this is bid under the Yellowstone/grand teton matoc.

Plan sheets A.6 and A.7 have several call outs for placing conserved topsoil, roadway obliteration method 2, aggregate base grading

D, etc. but it doesn’t clearly account for the quantities in the plan sheets. Will all the items on these two plan sheets be paid for by the items unit bid price?

This will be addressed under Amendment

A001.

RE: SCR Page F‐86, 636.07 Traffic Counter. The first paragraph of this SCR refers to “three roadway locations, Poker Flats, Woodland

Crossing, and LSRP access road.

In the second and third paragraphs the “Granite

Canyon Trail Head, and Granite Entrance

Station” are mentioned. Site plans and quantities are provided for Poker Flats, Granite

Canyon Trailhead, and Granite Entrance

Station. However the plans and tabulations of quantities do not appear to include any mention of “Woodland Crossing or the LSRP access road”. Please clarify if these two locations will require traffic counters and if so please provide site drawings and quantities for these locations.

This will be addressed under Amendment

A001.

5 X

The SCR, Subsection 107.12, describes two locations designated as the Contractor’s Camp.

Only 10 total camp sites are described. These will fill quickly. Is there any consideration of making additional sites available for workers on this project?

Additional camp sites are not available at this time. Please submit bids according to the solicitation documents.

Check General or Technical

6 X

There is no bid item in this project for a

Portable Traffic Signal System (PTSS) system.

Will FHWA consider a PTSS in lieu of flaggers on this project?

We do not intend to add a Portable Traffic

Signal System (PTSS) system pay item for this project. Please submit bids according to the solicitation documents.

3/2/2022

7 X

Would field painting of the electrical and traffic counting equipment/materials be acceptable?

L.V.E. supplies the meter base but does not provide in colors. It appears we will have the same issue with the electrical gear and traffic counting equipment. Disassembling factory equipment for powder coating the enclosures will void their UL listing. Please advise.

This will be addressed under Amendment

A002.

3/4/2022

8 X

Plans do not appear to cover any electrical conduit or conductors to the effluent pump called out on plan sheet F.52. Is this work by others?

This will be addressed under Amendment

A002.

3/4/2022

9 X

Summary of quantities do not appear to have a bid item for the loop lead in cable from the pull boxes adjacent to the loops back to the traffic counters. Please provide bid item for loop lead in cable or advise what bid item the loop lead in cable is associated with.

We do not intend to add a pay item(s) for the loop lead in cable from the pull boxes adjacent to the loops back to the traffic counters. Please bid according to the solicitation documents.

10 X

At the Granite Trailhead site is the 30A fused disconnect on H.19 of sufficient size to accommodate for “future power” mentioned on H.17 & H.18? Maybe a small Nema 3R main distribution panel instead of fused disconnect would be more appropriate to accommodate future power?

Please submit bids according to the solicitation requirements.

3/4/2022

11 X

Please clarify note 6 on H.19. It appears to conflict with the “Stainless Steel C channel noted on the same page. Would it be acceptable to use stainless steel strut, nuts, bolts, anchors, and straps?

This will be addressed under Amendment

A002.

3/4/2022

12 X

At the Granite Entrance Station by the new

Kiosk foundation location, please clarify the comment to “stub duct 18‐inches above foundation for future connections by others.”

Does this apply to the HVAC duct, electrical conduit, or both?

This will be addressed under Amendment

A002.

3/4/2022

13 X

Electrical items tabulation of quantities listed on B.6 and H.1 do not match the electrical system tabulation of quantities on H.16. Which electrical tabulation of quantities is correct for the Granite Trailhead location?

This will be addressed under Amendment

A002.

3/4/2022

14 X

We have a question for the Moose to Wilson

Road Phase 1 bid. For Line Item A0700

Unclassified Borrow is there a site designated for this borrow material?

In accordance with Subsection 105.02, the

Government is not providing Unclassified

Borrow on this Project; and contractor furnished Unclassified Borrow may be stockpiled and stored according to

Subsection 105.04.

3/4/2022

15 X

Regarding the traffic controllers at the Granite

Entrance Station and Poker Flats there does not appear to be a bid item associated to these traffic controllers or mention of measure and pay in the specifications to which item they belong with. Bid item A3180 for the Granite

Trailhead Traffic System indicates the traffic controller is included and intended to “Mount

To Toilet Vault”. However, as mentioned above, the Granite Entrance Station and Poker Flats location bid items are unclear. Please provide bid items for these traffic controllers or clarify which bid item/s the belong with.

See Pay items 63602‐6020 for “SYSTEM

INSTALLATION, TRAFFIC DETECTOR WIRE

LOOP (BIKE LOOP)” and “SYSTEM

INSTALLATION, TRAFFIC DETECTOR WIRE

LOOP”; Note 13 on Sheet F.47; and the details on Sheets P.17 – P.23.

3/4/2022

16 X

Regarding the control panel for the effluent pump for the dosing station. There are conflicting mounting locations mentioned for the control panel. Effluent Pump detail on F.52 mentions to install control panel in the existing entrance station mechanical room. Page F.64 mentions to mount the controller on a back board next to the effluent pump. Please clarify where the controller cabinet is to be placed.

This will be addressed under Amendment

A002.

3/4/2022

17 X Do we know when addenda 1&2 will be coming out?

Amendment A001 was posted on March 2, 2022; and Amendment A002 was posted on March 5, 2022.

3/7/2022

18 X

In the RFP page E‐60 for section 156.04 states

“Allow pedestrian access and emergency access through Kaufman Creek construction area and emergency vehicle parking south of Kaufman

Creek when vehicle passage is precluded during bridge construction.” Is the intent of this to have a traffic diversion in place to let Public traffic around and past the Bridge Construction when road is not closed during construction or can it be signed to turn public traffic around at

Kaufman Creek?

Comply with this requirement as stated.

Note, emergency access includes emergency services foot traffic; and signage to control traffic is a part of the contractor’s TCP submittal for CO review and approval.

See Pay Item 63621‐0000. 3/7/2022

20 X

Are the four round electrical pull boxes that are in the foundations for the automatic gate and gooseneck pedestal under section 646 and

713.23 of the scr?
