A short run of the steel sets at the west portal are exposed to open air (on the left hand side as shown in the drawing) prior to being lagged and shotcreted. Please confirm that these sets are not being relied on for external ground/slop support on the right hand side as they would be loaded from one side only – no reactant bearing forces on the open side which often causes potential for a steel set failure.
To address the localized low cover condition at the west portal, the hybrid ground support system shown on Sheet K.4 has been designed such that the primary ground support function is provided by the indicated rock dowels, ground anchors (spiles) and shotcrete (Refer to Note 1 on Sheet K.4). Where exposed to open air, the indicated timber lagging at the extrados is intended to serve, in conjunction with other worker rockfall protection measures placed by the Contractor, as a protective canopy against minor sloughing of loose rock from immediately above the portal during construction.

Specifications for steel sets requires a weathering agent but no galvanization. To apply the weathering agent (Natina) Zinc is necessary for bonding. From what we can tell the steel sets will not be exposed, therefore a weathering agent will not be visible. Is a weathering agent still required? If so the steel sets will need to be galvanized.
Application of weathering agent on steel set surfaces has not been specified.

Traffic control sheet L.2 and specifications page F‐134, section 656.07 (b) and (c) state the temporary MRB and RCNs are required to be colorized if in the work zone for more than 14 days. Colorization requires the MRB and RCN to be galvanized then stained with the weathering agent. Does the FHWA understand this process is extremely expensive for a non‐permanent item? If the temporary rockfall protection (MRB & RCN) is moved slightly (i.e. 1‐foot) does the 14 days restart? We want to ensure specifications are met, in addition save FHWA money on a process that may not be required.
We have received your question and will be providing an appropriate response.

In section 156.04 it states rolling slowdowns and lane closures are allowed during specific times.
When tunneling drill/blast work starts approximately 50 feet in the tunnel, is FHWA assuming that it is an operation of potential flyrock even though it is underground? If yes, then tunneling contractors can only drill/blast 9 am ‐ 1pm Tuesday‐Thursday and 9am ‐ Noon Monday & Friday?
Drilling and Blasting have separate requirements. See Subsection 156.07(m), and also comply with Subsections 107.10(d), as well as Sections 204, 205, 206, and 210.
