5 X

Plan Sheet L.6 – An area is depicted on Sheet L.6 as ‘available for stockpiling 10,000 CUYD of tunnel excavation material.’ Can up to 10,000 of tunnel excavation material be permanently left in this location? Or, is this just a temporary stockpile location and the Contractor is required to find a permanent disposal site?

See Section 314. 11/9/2020

6 X

Section 107.10(d)(4)(b) – Blasting and helicopter use is only allowed from September 1 through February 28. Does this blasting restriction apply to all tunnel work, regardless of depth / station number?

Subsection 107.10(d)(4)(b) requires all blasting and helicopter usage needed to occur only between the specified dates;

therefore, all blasting and helicopter usage needed cannot occur outside the specified dates.

11/9/2020

7 X

Section 156.07(n) – Please clarify what is meant by ‘Do not use Mitchell Point Drive to access or leave the project site.’ Mitchell Point Drive is shown in the project documents as being within the project boundary and the Contractor will need access to this portion of the project.

We have received your question, and we’ll be providing an appropriate response.

11/9/2020

8 X

Plan Sheet F.5 – Is the construction exit shown near Station 458+00 now required to be constructed to accommodate all construction traffic to access the Eastern portion of the project? Language on Plan Sheet F.5 is permissive and makes the construction access look optional.

We have received your question, and we’ll be providing an appropriate response.

11/9/2020

9 X

Section 566 – Shotcrete. There will be numerous days of shotcrete activity as the tunnel is advanced. Please indicate if sampling and testing will be required daily.

See Tables 566‐1 and Table 566‐2 for sampling and testing requirements.

11/10/2020

11 X

Section 156.04 – A lane closure (far right eastbound lane of I‐84) for the duration of the project would benefit the project and allow the contractor the flexibility to transition between the two sides of the tunnel and provide further protection for the travelling public. Can this be considered?

No. Comply with the requirements of Subsection 156.04(b).

11/10/2020

12 X

Section 156.04 – Are there any restrictions on what activities the contractor can perform in the closed lane? Can the contractor move equipment in the closed lane even if moving in the opposing direction to the eastbound traffic?

In accordance with Subsection 156.04, perform work according to the MUTCD, the approved TCP, and ensure the safety and convenience of the public.

11/10/2020

13 X

Section 156.04 – The time windows for lane closures and rolling slow‐downs are too restrictive and will not allow for meaningful progress of the work (disproportionate amount of time setting up and taking down the closure and not enough time to complete needed work). Please revise lane closure window to at least 8 hours. If a lane could be closed weekdays and opened on weekends that would be preferable.

Bid accordingly. 11/10/2020

14 X

Drawing Sheet J.4 and J.5 – It is unclear where the Rock Containment Net (RCN) and Moveable Rockfall Barrier (MRB) are supposed to be positioned relative to the lane closure shown in Drawing Sheet L.3.

The concrete barrier shown on Sheet J.4 represents the existing I‐84 concrete barrier that doesn’t pertain to the lane closure detail on Sheet L.3. Placement of the RCN and MRB is according to the contractor’s method of operations.

11/10/2020

15 X Are both eastbound lanes to be closed when the RCN and MRB are deployed?

No, I‐84 lane closures are according to Subsection 156.04.

11/10/2020

16 X Please provide a detail for the positioning of RCN & MRB systems.

Another detail will not be provided, bid accordingly.

11/10/2020

17 X

52.236‐1 – Due to the specialized nature of the work and qualifications required, can the fifty percent self‐performance requirement for general contractor be significantly reduced?

We have received your question and will be providing an appropriate response.

11/10/2020

18 X Can the bid date be extended?

We do not intend to extend the bid opening date at this time.

11/10/2020

19 X

Attached for reference. In the plans they call for a Black, TRM Type, 5.A. Per the Federal Highway Specs Table 713.18 Type 5.A appears to be a rolled erosion control product such as an erosion control blanket.

Would you be able to clarify what type of TRM is being specified.?

11/13/2020

28 X

A short run of the steel sets at the west portal are exposed to open air (on the left hand side as shown in the drawing) prior to being lagged and shotcreted. Please confirm that these sets are not being relied on for external ground/slop support on the right hand side as they would be loaded from one side only – no reactant bearing forces on the open side which often causes potential for a steel set failure.

To address the localized low cover condition at the west portal, the hybrid ground support system shown on Sheet K.4 has been designed such that the primary ground support function is provided by the indicated rock dowels, ground anchors (spiles) and shotcrete (Refer to Note 1 on Sheet K.4). Where exposed to open air, the indicated timber lagging at the extrados is intended to serve, in conjunction with other worker rockfall protection measures placed by the Contractor, as a protective canopy against minor sloughing of loose rock from immediately above the portal during construction.
