About this file
This amendment modifies an existing solicitation for a construction project to improve two centennial trails. The modification provides additional requirements for erosion control plans, dewatering plans, culvert installations, and construction limits. Bidders must acknowledge this amendment, which changes specifications for excavation, backfill, diversions, water management, slope stabilization, soil stabilization, inspections, maintenance, and acceptance criteria. The solicitation is for the Idaho Department of Transportation and Wyoming Department of Transportation for improvements to the Idaho Teton Centennial Trail and Wyoming Teton Pass Centennial Trail, with a modified pre-bid date and additional details on plans sheets D3, D20, D23, H2, and H5.

(6) Best management practices to be used to minimize erosion and turbidity in the stream channel.
(7) Discuss all construction stages.
(8) List on-site backup material and equipment.
(b) Workflow. Divert stream flow as needed for completing culvert installation, and abutment excavation and construction work. Coordinate workflow with Dewatering activities in Subsection 208.07.
(1) Notify CO 7 days before stream diversion installation.
(2) Use non-erosive materials for diversions and barriers. Diversion sandbags may be filled with material mined from the floodplain if this material is replaced before the contract completion date. Small amounts of in-stream material can be moved to help seal and secure diversion structures. Dewater work areas according to Subsection 208.07.
(3) After installing diversion and any temporary de-watering facilities, begin reducing the water level through the isolated work area. Do not de-water isolation area entirely until all fish and aquatic life have been removed.
(c) Diversion Channel. Meet the following for diversion channels and isolation berms.
(1) Span the active stream channel and floodplain to divert all flow through a diversion with a minimum flow capacity to support the Diversion Design Flood.
Revised by Amendment A002
E-47a DIVISION 150
Project: ID DOT T 33(1), Idaho Teton Centennial Trail WY DOT 22(1), Wyoming Teton Pass Centennial Trail
(2) Provide upstream barrier height to effectively force diverted water through the diversion channel(s).
(3) Prevent overtopping of the diversion structure and isolation berm for all flows less than or equal to the Diversion Design Flood plus Diversion Freeboard. See Table 157-0.

(d) Pumps. Pumps may be used to divert stream flows, dewater isolated work areas, or continuous manage groundwater seepage. Comply with the requirements of Section 208 and Subsection 107.10(d)(1)(b) when using pumps; and provide pump capacities and numbers to perform the required tasks.
(e) Re-watering. After completing work, re-water the construction site according to Subsection 107.10(d)(1)(d).
(f) Site Restoration. After completing in-water work, repair damaged stream banks and restore the area according to Subsection 107.10(d)(1)(c).
157.11 Waterway and Slope Protection and Stabilization. Delete paragraph (c) and substitute the following:
(c) Check dams. Construct riprap, filter rock, gravel bags, sandbags, fiber rolls and socks, or earth berms for temporary check dams to reduce the velocity of runoff in ditches and swales.
157.12 Temporary Soil Stabilization. Add the following after the first sentence:
Perform this work on all cut and fill slopes that will be unattended for 14 days or more.
157.14 Inspection and Reporting. Delete the text of this Subsection and substitute the following:
Inspect the following areas of the project:
(a) All areas where soil has been disturbed and that have not been permanently stabilized;
(b) All erosion and sediment control measures and pollution prevention measures;
E-47b DIVISION 150
Project: ID DOT T 33(1), Idaho Teton Centennial Trail WY DOT 22(1), Wyoming Teton Pass Centennial Trail
(c) Government-provided material, waste, borrow, staging and maintenance areas;
(d) All areas where storm water typically flows within the site;
(e) All points of storm water discharge from the site; and
(f) All locations where temporary stabilization measures have been implemented.
Inspect all erosion and sediment control measures at least once every 7 days, and within 24 hours of a storm event of 0.25 inches (6 millimeters) or greater as determined by an on-site rain gauge.
Specify in the project SWPPP (tab 9) which inspection schedule will be used and use the same schedule throughout the duration of construction.
Furnish completed inspection reports to the CO within 24-hours after performing an inspection.
When construction is suspended for seasonally-frozen conditions, inspections may be suspended (temporarily) if disturbed areas are stabilized. When inspection frequencies are reduced, document reasons in the SWPPP (tab 9). Resume the normal inspection schedule when the construction site thaws or construction activities resume.
157.15 Maintenance and Cleanup. Delete the text of this Subsection and substitute the following:
Maintain the functionality of erosion and sediment control measures, and clean measures that are half-full of sediment, until final acceptance or until disturbed sites are stabilized according to the CO. Remove and dispose accumulated sediment according to Subsection 204.14.
Implement maintenance of erosion and sediment control devices or other corrective action within the following time requirements:
(a) In the event of discharge of sediment or other pollutants, immediately take steps to prevent further discharge until a permanent solution is installed and made operational;
(b) Begin corrective maintenance of sediment and erosion control devices within 24 hours of discovery and complete as soon as possible.
Upon approval of the CO, remove and dispose of erosion and sediment control devices and structures according to Subsection 203.05.
157.16 Acceptance. Delete the text of the first paragraph and substitute the following:
Material for erosion and sediment control measures will be evaluated under Subsections 106.02 and 106.03. Do not provide a copy of the certifications for erosion and sediment control materials to the CO, unless otherwise directed by the CO.

(b) Workflow. Coordinate workflow with Diversion activities in Subsection 157.10.
(1) Before installing temporary de-watering facilities remove fish and aquatic life within the isolated work area.
(2) After installing temporary de-watering facilities, begin reducing the water level through the isolated work area. Do not de-water the isolation area entirely until all fish and aquatic life have been removed.
(c) Pumps. Provide on-site, a primary and a secondary backup pump (minimum of two pumps) to remove sediment laden water from the in-stream work area.
Pump seepage water from the de-watered work area to a temporary storage and treatment site or into upland areas and allow water to filter through vegetation prior to re-entering the stream channel. Prevent discharged water from entering streams prior to treatment. Control erosion at the discharge point.
