# General Technical Question Answer Date

Section 107.11 (e) (3) states to install geotextiles prior to stockpiling material. What is the intent behind this? Does this need to occur for all materials stockpiled on‐site, in the approved stockpile locations, or both?
Subsection 107.11(e)(3) requires placing separation geotextiles to keep material stockpiles from having direct contact with the existing ground, and is applicable staging, stockpile, fuel, and waste site requirements according to Subsection 107.11(e).

Section 109.02 (o) reads as if 1 square meter = 9 square feet = 1 square yard is this what you intend for measuring purposes for payment or do we use the actual metric conversion? Also, how does this impact the bid quantities?
Area measurements will be made horizontally or vertically to the surfaces being measured according to Subsection 109.02(o). This Subsection does not impact the bid quantities and it does not state 1 square meter equals 9 square feet or 1 square yard. This Subsections says no deductions from the area computations will be made for individual fixtures having an area of 9 square feet or less for US Customary Units; as well as individual fixtures having an area of 1 square meter or less for metric units.

Subsection 109.03(c) does not state 100 pounds equals 50 kilograms. This Subsection is saying to either use US Customary scales that record mass to at least the nearest 100 pounds; or use Metric Scales that record mass to at least the nearest 50 kilograms.

There is a hauling restriction in Section 108.01B(a) that states hauling from July 1 to September 10 can only be from 5:00am to 9:00am and 2pm ‐10:00pm. Will this be enforced for hauling asphalt? This restriction would be almost impossible to get any significant amount of material hauled during those short windows and would cause the asphalt plant as well as the paver and rollers to have to shut down during the middle of the day and start back up again causing a very slow production rate. It also would affect the ability to hire drivers and operators, the ability to schedule asphalt oil deliveries to the plant, and may conflict with allowable paving temperatures specified.
The haul restrictions under Subsection 108.01B will be enforced. Conform to the contract requirements and bid accordingly.

I see that the Frog Rock Pit has been the designated site for asphalt and cold recycle material production. We have mixed out of this pit several times with our hot plant. It is barely big enough for a small asphalt plant and a couple thousand ton of material. This project will require approximately 25,000 tons of cold recycle material to be stockpiled, 25,000 – 27000 tons of asphalt plant mix to be stock piled, plus the asphalt plant, cold recycle sizing and processing equipment, and areas to stage trucks several oil tanks in addition to other trades possibly needing the area. Is there a way for the working area of the pit can be enlarged to accommodate for this size of a project? I believe this is going to be a big issue.
The work limits shown on Sheet M.2 is the maximum limits of disturbance at Frog Rock Pit. See Section 105.02(c) if additional space outside the construction limits are needed.
