# General Technical Question Answer Date
1 X
Is the 5 mile pit an available material source for this project?
SWPPP ‐ 3.1 General Description of project and scope of work names the 5 mile pit as the source of materials.
No. A forthcoming amendment will clarify the requirements.

2 X
Brian Collins is listed as the geotechnical engineer on this Denali Park Road Repave deep patch project in Alaska. I am hoping to get some clarification as to the separation/stabilization geotextile. The drawing states Class 1 Type A nonwoven geotextile. AASHTO specs dictate a “Class 1A Enhancement Geotextile” be ,50% elongation which would mean a woven geotextile. Can you please clarify if this is just Class 1 nonwoven, or is this Class 1A Enhancement and a woven?
See FP‐14 Subsection 714.01(a) requirements for Separation and Stabilization Geotextile Class 1, Nonwoven, Type A.
2/5/19
3 X Can you kindly send me the link to this subsection 714.01(a)?
See the first link on Page A‐1 of the Notice to Bidders.
2/5/19
4 X What was the percentage of oil used in the asphalt for the previous phase?
Not available. Design the Job Mix Formula according to Subsection 401.03.
2/6/19
5 X For Pay Item # 40101‐5600 Asphalt Concrete Pavement Gyratory mix, will you confirm that PG 82‐40 Binder is correct.

7 X
Regarding Pay Item # 30604‐0600 Full Depth Reclamation with Asphalt, the specification is vague whether we are required to grind the roadway once for mixing then come back and re‐ grind and foam or if the roadway can be ground and foamed in a single pass. Please clarify.
In accordance with Subsection 306.09, pulverizing and mixing may be performed in a single pass, or more than one pass.
2/6/19
8 X
The specification mentions the mile 5 pit can be used for stockpiling excavation. Can the excavation be left in the mile 5 pit or will it have to be hauled off before project completion?
This will be addressed under a forthcoming amendment.
2/6/19
9 X
Please elaborate on the asphalt pay factor tables. Is the 40101‐5600 Asphalt Concrete Pavement Gyratory mix a type 1 mix? If so, does that mean we must improve the Pavement Roughness factor by 25‐42% in order to receive full compensation?
No. Pavement Roughness is Type II‐A as shown on Plan Sheets C.1‐3. See Subsection 401.16 and Table 401‐4 for percent improvements and pay factors; and also see Subsection 401.16 Payment.

2/8/19
25 X Amendment #1 clarified that asphalt is to be 52‐
40. The bid schedule calls for 52‐28. Please clarify.
Amendment A001 changed the asphalt binder requirement for work under Section
401. Bid item 30613‐0000 as shown in the bid schedule is the asphalt binder required for work under Section 306.
2/8/19
26 X
The bid schedule calls for 93 tons of type 3 (lime) anti‐strip. Specification 401.01 allows the use of type 1 (liquid) antistrip. Liquid antistrip is commonly used in Alaska at ¼% and is included in the cost of the asphalt oil. Please clarify how this item will be treated if liquid anti‐strip is utilized.
See SCR Subsection 401.18. 2/11/19
27 X
The SWPPP prepared by Ms. Steele on 6/7/18 indicates an estimated construction start date of 8/28/19. I do not see any such limitation in the RFP, am I missing something?
The NTP date in the SWPPP is an estimated date, and the actual NTP will be set by the CO after award. See FAR Clause 52.211‐10 on Page C‐21.
2/11/19
28 X
I understand Amendment A001 changed the asphalt binder requirement for work under Section 401, and Bid item 30613‐0000 as shown in the bid schedule is the asphalt binder required for work under Section 306., however there is still a conflict as the bid schedule is requesting pricing for 52‐28. Should be an easy fix?
There is no conflict, therefore no fix will be done. Bid item 30613‐0000 as shown in the bid schedule is the asphalt binder required for work under Section 306, and the PG 52‐ 40 asphalt binder specified under Section 401 is subsidiary to pay items 40101‐5600 and 40105‐3000.

Plan sheet C.2 indicates first the overlay section between 2+50 and 62+00. The second typical on the sheet is full depth reclamation, required between 2+50 and 3+50. This is included in the first section. Which typical applies to this part?
This will be addressed under a forthcoming amendment.
2/14/19
30 X
Sub‐excavation details on sheet C.3 indicate the asphalt to be 2” thick. Details on sheet C.2 do not indicate any thickness, only that the asphalt should be placed in two equal lifts. This would be acceptable if the desired thickness was 3”, but 2” does not provide enough room to place two lifts of 3/4” or 1/2” aggregate.
Sheet C.3 shows a single 2‐inch lift of Asphalt Concrete Pavement, Type 1. Place and compact according to Section 403.
2/14/19
31 X
It appears that there could be two different mix designs required for this project. One to conform to the gyratory mix with 52‐40 oil, and one conforming to an accepted Alaska DOT JMF, oil not specified. Would the Government consider a single JMF conforming to Alaska DOT requirements with 52‐40 oil?
No. Bid accordingly. 2/14/19
32 X
The summary of quantities indicates item 20303‐ 1600, removal of pavement, to be 750 square yards. Sheet D.1 indicates this work will be required at station 260+75, to conform to typical section sheet C.2. There are several different typicals on sheet C.2. Please clarify.
This will be addressed under a forthcoming amendment.

33 X
When we last worked in the MP 5 pit there was limited room for storage of materials. Do you have an estimate of how much of the MP 5 pit is available? Say in Square Yards, Square Feet, etc.
No. We do not have an estimate on how much of the MP 5 pit is available for use.
34 X Did you receive an estimate for Flagging from the Alaska Railroad? And, if so, will you share that with us?
No. 2/14/19
35 X Is there a fee for the Alaska Railroad temporary construction permit?
Yes. See Subsection 107.01. 2/14/19
36 X
The subexcavation type 3 and the subexcavation type 2 between 80+70 and 81+30 are not identified as requiring any other work as identified on the previous sheet. Please clarify.
The second station range for Subexcation Type 2 between 80+70 and 81+30, and the station range for Subexcavation Type 3 between 125+00 and 131+00 are both within the third station range of the Overlay Typical Section (75+80.00 to 169+46.00) as shown on Sheet C.2.
2/14/19
37 X
The subex type 2 section shown on sheet C.3 indicates the bottom of excavation and first layer of geogrid shall be sloped at 5% from right to left. In a normal crown section, the left side of the geogrid will be approximately 2’ lower than the right. That will place the top layer of geogrid 0.5’ below the asphalt on the right and approximately 2’ lower than the asphalt on the left. This becomes more exaggerated for the subex type 3 section. Does this meet the designers intent?
Bid as shown on the plans. 2/14/19
38 X Several of the areas identified on plan sheet C.2 as requiring full depth reclamation are repeated as only requiring overlay. Please clarify.
This will be addressed under a forthcoming amendment.
2/14/19
39 X
Some of the areas requiring subexcavation (sometimes 5’) identified on sheet C.3 are within areas identified as requiring only an overlay on the previous sheet. Please clarify.
This will be addressed under a forthcoming
40 X
No one in Alaska has the experience and equipment to perform the Gyratory Asphalt Mix Design except for the ADOT, and they will not perform the design for a FHWA Project. Is there an alternative to this mix design and testing requirements that would be considered for approval?
No. 2/14/19
41 X SCR Section 501 references Pay Item 50101‐ 2800. There is no such Pay Item in the Bid Schedule. Please advise.
This will be addressed under a forthcoming amendment.
2/14/19
42 X
Will you waive the FP‐14 Section 601.03 requirement for a concrete mix design for such a small amount of concrete and allow us to use the same mix design(with color additives) that has been used in the Park for the past decades?
No. Bid according to the specified requirements.
2/14/19
43 X
I think I am starting to understand some of my confusion. The overlay typical section on sheet C.2 indicates it is being constructed on the existing pavement. However, this is not always the case. The overlay will sometimes be placed on the 2” of new asphalt placed in the subex typical section for a total thickness of 5” asphalt, and all other areas will have only the overlay asphalt?
This will be addressed under a forthcoming
44 X
Review of the underdrain detail on sheet H.3 indicates an excavation to 48” below bottom of proposed ditch invert. The only information showing the ditch is indicated on sheet C.3. This section is not drawn to scale, and provides no geometric information to determine the relationship between the shoulder and ditch.
This information is required to determine excavation and backfill required to safely perform this work along the existing steep sidehill cut. Please clarify.
This will be addressed under a forthcoming amendment.
2/14/19
45 X Will the gyratory mix with 52‐40 oil be acceptable for the Asphalt Concrete Pavement Type 1?
Yes. See Subsection 403.02(a) and Design Parameter (a) in Table 403‐1.
2/14/19
46 X What are the asphalt oil content requirements for this project?
The prior response to bidder question 6, dated 2/6/19 is revised as follows:
Contractor to determine. See Sections 306, 401, and 403.
2/14/19
47 X
Please elaborate on the asphalt pay factor tables. Is the 40101‐5600 Asphalt Concrete Pavement Gyratory mix a type 1 mix? If so, does that mean we must improve the Pavement Roughness factor by 25‐42% in order to receive full compensation?
The prior response to bidder question 9, dated 2/6/19 is revised as follows:
No. The pavement roughness requirement will be modified under a forthcoming amendment.
2/14/19
48 X
Will one house with three separate bedrooms that meets all the other requirements of Section 637 be acceptable for the Residential Housing Units?
See the requirements of Subsection 637.03(a) and Tables 637‐1 & 637‐2.
