About this file
This is a Solicitation Addendum issued by the Pennsylvania Department of Human Services, Bureau of Procurement and Contract Management, amending an Invitation for Bid (IFB 6100065715) for the provision of supplemental medical supplies and equipment to eleven state-operated facilities across Pennsylvania. The solicitation is divided into two lots—Lot 1 for medical supplies and Lot 2 for medical equipment—allowing bidders to submit proposals for either or both lots. The procurement serves facilities including Clarks Summit State Hospital, Danville State Hospital, Ebensburg Center, Loysville Complex, Norristown State Hospital, Selinsgrove Center, South Mountain Restoration Center, Southeast Youth Development Center, Torrance State Hospital, Warren State Hospital, and Wernersville State Hospital. Addendum 4, issued on June 17, 2026, extends the bid submission deadline from June 19, 2026, at 10:00 a.m. to July 17, 2026, at 10:00 a.m. The contract will commence upon issuance and extend for one year with options for renewal for up to four additional one-year periods. Contractors must submit Attachment A (Item Specifications), the Reciprocal Limitations Act Requirements form (GSPUR89), and the Workers Protection and Investment Certification Form as mandatory deliverables with their electronic bids.
The solicitation requires contractors to acknowledge receipt of purchase orders within 24 hours, maintain a minimum order threshold of $100.00 for F.O.B. delivered pricing, bear all shipping and freight costs for qualifying orders, and accept returns of defective or incorrect items within 30 business days at the contractor's expense without restocking fees. Unit prices may be negotiated during renewal periods but shall not exceed a 3 percent increase over existing prices. Payment will be made upon satisfactory delivery and invoice submission on the contractor's letterhead, limited to commodities and materials actually received and accepted by the Commonwealth. Award will be made to all responsive and responsible bidders per lot, meaning multiple contractors may be selected for each lot. No specific set-aside designations, incumbent vendors, or award value range is provided in the available documentation. The estimated quantities of supplies and equipment are subject to increase or decrease based on actual DHS facility needs.
