About this file

This is a Technical Evaluation Form for Solicitation # USBE-CC26314-RFP, issued by the Utah State Board of Education on behalf of the Utah Schools for the Deaf and the Blind (USDB) to procure Medicaid Billing Services. The RFP seeks a qualified vendor to provide a documentation program that tracks health-related services delivery and submits Medicaid claims for allowable services. The system must integrate with PowerSchool, support electronic claim submission to Utah Medicaid through the UHIN tool, and go live by July 1, 2026. The solution must be user-friendly for service providers and administrators while streamlining documentation and billing processes. The evaluation form indicates this is a single contract award procurement, though specific response dates, site visits, and bidder conference details are not included in this document.

The evaluation scoresheet establishes scoring across three categories: Technical Criteria (1,040 points, 65% weight), Interview/Presentation (250 points, 16% weight), and Cost Proposal (300 points, 19% weight). A minimum score of 65 percent is required to pass each section, with an overall minimum of 1,033.5 points required from the 1,590 total points possible. Cost evaluation uses a comparative formula where the lowest-cost offeror receives 100 percent of price points, with all other offerors receiving proportional points based on cost variance, and any offeror exceeding double the lowest cost receiving no points. Mandatory minimum requirements include demonstrated ability to meet the scope of work, current PowerSchool integration capability, active operational status, experience submitting Medicaid claims electronically, student data protection, references, and Section 504/508 and WCAG compliance. The contract term and pricing structure are not detailed in this evaluation form.

* USBE will use the following cost formula: The points assigned to each offerors cost proposal will be based on the lowest total cost over 5 years. The offeror with the Lowest Total Cost will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Total Cost is than the Lowest Total Cost. An offeror whose Proposed Total Cost is more than double (200%) the Lowest Total Cost will receive no points. The formula to compute the points is: Cost Points x (2- Proposed Total Cost/Lowest Total Cost).
