About this file

This is a Technical Criteria document for an RFP issued by the Utah State Board of Education on behalf of the Utah Schools for the Deaf and the Blind (USDB) for Medicaid Billing Services under Solicitation # USBE-CC26314-RFP. USDB seeks a qualified vendor to provide a comprehensive documentation program that tracks the delivery of health-related services and submits claims to Medicaid for allowable services. The solution must integrate with PowerSchool, support school-based Medicaid programs, and provide intuitive workflow design for service providers and program administrators. The system must be fully operational by July 1, 2026, and the RFP anticipates a single contract award to a responsive offeror. Vendors must provide point-by-point responses to all eleven technical criteria addressing scope of work capability, PowerSchool integration experience, school-based Medicaid program experience, system usability, customization options, customer service, implementation approach, system architecture, compliance and security, operational risk management, and project team qualifications.

The RFP requires vendors to demonstrate current and active PowerSchool integration capability and relevant experience with K-12 or special education environments, ideally including work with Utah school districts. Offerors must detail their customer service model including support availability, response times, and escalation procedures, as well as their system's compliance with applicable state and federal data protection and security requirements. Implementation must include onboarding, configuration, staff training, and transition support to ensure operational readiness by the July 1, 2026 deadline. Vendors may submit supplemental materials with their proposals, though such attachments do not replace the requirement for complete point-by-point responses to each technical criterion. Failure to fully respond to any technical criterion in the prescribed manner may result in a determination that the proposal is non-responsive.

Medicaid Billing Services

Instructions:

Responses to ALL Technical Criteria are required. For ease of evaluation, proposals must provide a clear, complete, point-by-point response to each criterion identified in this RFP. Each response must address the applicable requirements and issues described in this RFP.

Offerors may attach additional materials in the vendor submission files section of this RFP, if necessary, to provide supplemental information to the evaluation committee. However, submission of attachments does not replace the requirement to fully respond to each criterion.

Failure to fully respond to any Technical Criterion in a point-by-point manner may result in a determination that the proposal is non-responsive.

The Technical Criteria are not intended to limit proposal content or exclude relevant information. Offerors are encouraged to include additional details, as appropriate, to demonstrate their capability to provide USDB with the proposed solution.
