About this file

This document outlines the Mandatory Minimum Requirements (MMRs) for the Utah State Board of Education's Request for Proposals (USBE-CC26314-RFP) for Medicaid Billing Services to be provided to the Utah Schools for the Deaf and the Blind (USDB). The RFP seeks a qualified vendor to provide a documentation program that tracks health-related services delivery and submits claims to Medicaid for allowable services. The solution must offer an intuitive user experience for service providers and administrators while streamlining documentation and billing processes. The system must integrate with PowerSchool, support data collection for special education services optimization, and function across business office, school, and staff organizational levels. The anticipated contract award is a single contract to a responsive offeror, with an implementation go-live date of July 1, 2026.

The seven MMRs establish non-negotiable, pass/fail criteria that proposals must satisfy to be considered responsive. Offerors must demonstrate the ability to meet the Scope of Work, achieve the July 1, 2026 go-live deadline, maintain current operational integration with PowerSchool including secure API connectivity and bi-directional data exchange, and possess both experience and current capability to electronically submit Medicaid claims to Utah Medicaid through the UHIN tool. Additionally, offerors must protect student-level data in compliance with USBE Standard Terms and Conditions, HIPAA, and FERPA standards; provide contact information for at least three references including one large current account and two completed projects; and ensure all deliverables comply with Sections 504 and 508 of the Rehabilitation Act and WCAG 2.1 AA accessibility standards. Any proposal failing to meet these requirements will be deemed non-responsive and disqualified from consideration.
