About this file

This is a Technical Evaluation Criteria document for a Request for Statement of Qualifications (RFSQ) issued by the Utah State Board of Education (USBE) to establish a prequalified vendor list for Continuous Improvement Experts (CIE) to serve USBE-designated Elevate and Springboard schools. The solicitation (USBE-MI26069-RFSQ) seeks to add new vendors to the approved vendor list and verify that current vendors continue to meet minimum mandatory requirements and evaluation criteria. The contract term has been amended to an indeterminate period, with USBE conducting verification of vendor compliance no less frequently than every 18 months. Individual Elevate and Springboard local school boards will independently contract with prequalified vendors from the approved list, with all expenses, including travel, to be determined by the contracting school boards. No specific response due dates, site visits, or bidders' conferences are mentioned in this evaluation criteria document.

The technical evaluation criteria require offerors to provide comprehensive responses addressing eight key competency areas: track record improving student academic achievement through statewide assessments, experience designing and implementing data-driven instructional systems, coaching administrators and teachers on school improvement plans, working with education governance entities, coordinating multi-provider services, delivering professional development in instructional effectiveness, willingness to partner with schools regardless of location, and proposed team member qualifications with organizational charts and resumes. All responses are mandatory and must directly address each criterion; vendors may attach additional supporting materials as needed to provide complete point-by-point responses to the evaluation committee.
