About this file
This is a Non-Collusion Affidavit required by the County of Ventura, California for RFP 6235 concerning the removal and installation of county-furnished carpet tiles at county-owned buildings. The affidavit must be executed by the offeror or an authorized representative and submitted with the proposal, which is due no later than 3:00 p.m. on December 29, 2025. The County seeks qualified contractors with a minimum of three years' experience in carpet installation services of comparable scope. The contractor must furnish all labor, materials (except carpet), equipment, transportation, supervision, and management necessary to complete the work. The County reserves the right to award the contract to multiple vendors, by location, or in any combination deemed advantageous, and offerors may propose services for all or a subset of the identified sites. The GSA Project Division manages an ongoing county-wide carpet replacement program with annual replacement needs estimated between $300,000 and $400,000, with carpet typically replaced every 10 to 12 years or sooner if conditions warrant.
The Non-Collusion Affidavit certifies that the offeror's proposal is genuine, independent, and not the result of any collusion, conspiracy, or agreement with other bidders regarding proposal pricing, cost elements, or bidding practices. The offeror attests that no fee has been paid and will not be paid to any entity to effectuate a collusive or sham proposal, and that all statements contained in the proposal are truthful. This document serves as a legal certification of competitive integrity and is a standard requirement for public sector procurement to ensure fair and open competition among bidders.
