About this file
This is a Request for Proposal (RFP) issued by the County of Ventura General Services Agency in California for the removal and installation of county-furnished carpet tiles at all county-owned buildings. The County seeks qualified contractors to provide labor, materials (excluding carpet tiles), equipment, transportation, supervision, and management for carpet tile removal and disposal, floor preparation, new carpet tile installation, rubber cove base installation, and carpet stair nosing installation. Work will be performed using Mohawk-approved installation methods and products, with 95% of work historically scheduled after normal county working hours and on weekends to accommodate occupied facilities. A non-mandatory pre-proposal conference will be held via Zoom on December 2, 2025, at 1:00 PM Pacific Time. Proposals are due by 3:00 PM on December 29, 2025, submitted online through the Ventura County Vendor Information Portal (VCVIP) at ventura.bonfirehub.com. Award decisions are anticipated for January 12, 2026, with work scheduled to commence on January 26, 2026. The initial contract term is one year, renewable annually for up to four additional one-year periods at the County's discretion, subject to Board of Supervisors appropriation of funds.
Contractor compensation will be based on square yard rates for carpet tile installation and removal, linear foot rates for cove base installation, and hourly rates for emergency repairs and small jobs, with separate pricing required for regular hours, after-hours, emergency response, and three types of installations (system furniture, free-standing furniture, and empty areas). Historical expenditures range from $300,000 to $500,000 annually, though award will be based on evaluation criteria rather than price alone. A $1,000 bid surety and $100,000 performance bond are required. Contractors must possess a valid California CLSB C-15 flooring license, demonstrate a minimum of three years' experience in comparable work, carry general liability insurance of $1,000,000 combined single limit and workers' compensation coverage, and comply with prevailing wage requirements under California Labor Code and the Davis-Bacon Act. Contractor employees must pass Live Scan background investigations at the contractor's expense. The County reserves the right to award to multiple vendors by location, reject any or all proposals, and contract with other providers for similar services.
