About this file

The document is an Addendum #2 to Request for Proposal (RFP) #3809 issued by Eastern Municipal Water District (EMWD) for Variable Frequency Drives (VFDs) over 100HP. The RFP covers two projects: Project 1 involves replacing 2 VFDs at three regional water reclamation facilities (San Jacinto, Moreno Valley, and Temecula Valley), and Project 2 involves retrofitting 6 VFDs across three facilities (San Jacinto, Moreno Valley, and Perris Valley). The mandatory job walks were held on July 22-23, 2025, with electronic proposals due by 4:00 PM on August 13, 2025. Bidders are not required to submit proposals for both projects or all drives and can choose to bid on individual drives or projects as they prefer.

The addendum clarifies technical requirements, including that all VFD replacements rated 100HP or higher must utilize Ultra Low Harmonic (ULH) technology, with one exception for a 6-pulse VFD at Perris Valley Regional Water Reclamation Facility. The VFDs must have regenerative capabilities, match existing wiring configurations, provide current I/O capabilities, integrate with SCADA systems, support existing hardware, and comply with IEEE standards. The document also introduces a new tariff adjustment clause requiring suppliers to notify EMWD within 15 business days of any government-imposed charge changes and provide detailed documentation justifying cost impacts. EMWD reserves the right to audit and verify all cost claims associated with tariff adjustments.

All Proposers on EMWD RFP 3809 Variable Frequency Drive (VFD) over 100HP

SUBJECT: ADDENDUM #: 2

Eastern Municipal Water District is issuing to official address the questions that were posted to Bonfire during the question timeframe. This addendum will also clarify the wording in the scope of work for Project 1, add a section to terms and conditions, update Attachment A, update Attachment B and add Attachment C. The following sections, exhibits and attachments have been updated to reflect the change:

1. Questions and Answers posted on Bonfire July 31, 2025:

a. Question1 - Can you confirm that the (2) centrifuges both have a hydraulic scroll drive and require only (1) VFD that is regenerative style per centrifuge for the bowl drive?

Answer: Yes, both centrifuges have a hydraulic scroll drive and require only 1 VFD for the bowl drive.

b. Question 2 - Will EMWD be reviewing bids on a Project-by-Project basis or on a Line by Line (per drive) basis? What we mean is, will EMWD be awarding the job based on 2 projects or could EMWD base award on individual drives?

Answer: The evaluation team will review bids both as two separate projects and on a per-drive basis, in addition to evaluating the overall project as a whole. EMWD will determine the award structure based on what is in best interest of EMWD, which may include awarding by individual drives or by project.

c. Question 3 - Does EMWD require bidders to attend both job walks even if they are only bidding on one Drive Project? When attending could the bidder have signed up as the actual bidder one day and manufacturer the next or does the bidder's name need to appear on both sign-in sheets to be valid?

Answer: Both job walks were mandatory. To have your proposal considered, your company must have had a representative present at each job walk. The same individual is not required to attend both days; however, at least one representative from your company must be signed in for each day. For example, if Joe Smith attended and signed in on Day 1, and Wendy Miller attended and signed in on Day 2, your company would still be considered as having met the attendance requirement.

d. Question 4 - Will EMWD require each bidder to provide all drives listed per project (Project 1 -2 Drives, Project 2 – 6 Drives)?

Answer: No, EMWD does not require bidders to submit proposals for both projects or for all drives. Companies may choose to submit proposals for all drives, for a single project, or for individual drives as they prefer.

e. Question 5 - Can start-up services be grouped together into a single visit per project? Can field training be conducted during the same visit as start-up services? Please specifically detail how many individual/dedicated trips to EMWD facilities will be necessary for each project ?

Answer: Start-up services cannot be consolidated into a single visit per project. These services will most likely be required the day after installation—or at a later date—at each site and for each VFD installed. Field training can be conducted during the same visit as the start-up, assuming the start-up goes smoothly.
