About this file
This is a Request for Proposal (RFP) #3809 issued by the Eastern Municipal Water District (EMWD), a water district serving approximately 1 million people across a 601 square mile service area in Southern California. The RFP solicits proposals for the procurement of multiple Variable Frequency Drives (VFDs) over 100HP, with two distinct projects: Project 1 involves replacing two VFDs with regeneration capabilities, and Project 2 involves retrofitting six VFDs. The mandatory job walk is scheduled for July 22-23, 2025, spanning four regional water reclamation facilities. Proposals are due by 4:00 PM on August 22, 2025, with an anticipated contract start date of October 1, 2025. Proposers must register on EMWD's e-Procurement website and are limited to specific VFD manufacturers: Sulzer, ABB, Allen Bradley, Yaskawa, and Schneider.
The project requires VFDs with Ultra Low Harmonic (ULH) technology for units rated 100HP or higher, with specific technical requirements including regenerative capabilities, SCADA system integration, and compatibility with existing infrastructure. The supplier will be responsible for start-up, commissioning, and providing training to EMWD operators. Proposers will be evaluated on pricing, exceptions taken to the RFP, product specifications, safety record, lead times, insurance compliance, and proof of authorized partnership. The contract includes prevailing wage requirements, and the total project involves replacing eight VFDs across four water reclamation facilities in Temecula, San Jacinto, Perris, and Moreno Valley. Proposers must provide detailed documentation, including product specifications, safety records, and comprehensive operation and maintenance manuals.

VARIABLE FREQUENCY DRIVES (VFD) - OVER 100HP
1. PROJECT INTRODUCTION AND OVERVIEW
1.1 PURPOSE OF REQUEST FOR PROPOSAL
The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, for the purchase of multiple Variable Frequency Drives (VFD’s) to replace, retrofit, or retrofit with regeneration capabilities, the existing VFD’s that have reached the end of their useful life and need to be replaced.
Following receipt of proposals, Eastern Municipal Water District (EMWD) may, at its discretion, elect to shortlist to a select few to participate in the interview stage of the selection process. It is the intent of EMWD to receive responses to the RFP and, if appropriate, conduct individual interviews in order to select a Company which, in the opinion of EMWD, is the best suited to perform the work. The purpose of this RFP, therefore, is to provide EMWD with the information necessary in order to select the most advantageous Proposer.
The terms and conditions contained herein constitute the full and complete understanding of the parties. However, should your firm request additional contractual terms and conditions for consideration, such requests must be clearly identified on the Additions, Deletions and/or Exceptions Exhibit and submitted at the time of proposal submission. No additional terms and conditions will be accepted following receipt of proposals, and EMWD will consider such additional contractual terms and conditions as part of its evaluation process.
1.2 GENERAL OVERVIEW – EMWD
As a member of the Metropolitan Water District of Southern California (Metropolitan), EMWD was organized under the Municipal Water District Act of 1911 for the primary purpose of importing Colorado River water to augment local water supplies. Over the past 75 years, EMWD has grown substantially and, today, provides water, wastewater, and recycled water service to a population of approximately 1 million people within a 601 square mile service area. EMWD is governed by a publicly elected Board of five Directors who are elected for four-year terms serving comparably sized districts based on population.
Retail customers of EMWD are located within the cities of Canyon Lake, Hemet, San Jacinto, Menifee, Moreno Valley, Murrieta, Perris, Fallbrook, and Temecula, as well as the unincorporated communities of French Valley, Good Hope, Homeland, Lakeview, Mead Valley, Murrieta Hot Springs, Nuevo, Romoland, Valle Vista, and Winchester. EMWD also supplies water on a wholesale basis to the Cities of Hemet and San Jacinto; the Lake Hemet

2. SCOPE OF WORK
When preparing your submission in Bonfire, you will first be prompted to select the project(s) for which you intend to submit a proposal. Based on your selection, Bonfire will generate a list of required documents necessary to complete your submission. You may submit a proposal for one or more of the projects. Each project will be evaluated and awarded separately. EMWD reserves the right to award contracts to multiple vendors/suppliers or to reject all submissions for one or more of the selected projects.
2.1 BACKGROUND
EMWD operates four (4) Regional Water Reclamation Facilities (RWRF), each of which utilizes multiple Variable Frequency Drives (VFD’s) that have reached the end of their useful life. In total, EMWD is replacing eight (8) VFDs.
Replacing and/or retrofitting of these VFD’s is essential to maintaining treatment capacity and ensuring the continued treatment of wastewater. EMWD is seeking the procurement of goods only, plus start-up and commissioning services. A separate solicitation will be issued to engage a third-party electrical contractor for removal of existing equipment, installation of the new VFD’s within the existing cabinets and installation of new VFD’s with new cabinet assembly.
EMWD is therefore soliciting proposals from qualified proposers for two VFD projects. Each project shall be evaluated separately. At its sole discretion, EMWD may award separately or together. Proposers are not required to submit for both projects to have a valid proposal.
Requirements for each of the projects can be located under Sections 2.3 and 2.4.
2.2 PROJECT BREAKDOWN AND TECHNICAL REQUIREMENTS
Goods shall meet EMWD requirements as specified in EMWD’s Standard Detailed Provisions under Division 16, section 16010, 16040, and 16950 (EMWD Standard Detailed Provisions | Eastern Municipal Water District - EMWD).
A. Drive shall be the only source of power for motor load and soft start bypass is not required.
B. All VFD’s must be new and have the most current/updated version. EMWD will only accept Sulzer, ABB, Allen Bradely, Yaskawa, and Schneider. EMWD will not accept any other brands or alternative equipment.
