About this file
Eastern Municipal Water District (EMWD) has issued Addendum #1 for Request for Proposal (RFP) #3809 for Variable Frequency Drives (VFDs) over 100HP. The RFP covers two projects: Project 1 involves new replacement VFDs with regeneration for 2 units, and Project 2 involves VFD retrofits for 6 units across four Regional Water Reclamation Facilities (RWRF). A mandatory two-day job walk is scheduled for July 22-23, 2025, covering facilities in Temecula Valley, San Jacinto, Moreno Valley, and Perris. Proposers must attend the job walk wearing standard personal protective equipment, and failure to do so will render their proposal null and void. The proposal is due by 4:00 PM on August 13, 2025, with an anticipated start date of September 17, 2025.
The proposal requires VFDs to meet specific technical requirements, including Ultra Low Harmonic (ULH) technology for drives over 100 horsepower, regenerative capabilities, compatibility with existing wiring and SCADA systems, and compliance with IEEE standards. EMWD will only accept VFDs from specific manufacturers: Sulzer, ABB, Allen Bradley, Yaskawa, and Schneider. Suppliers must be factory-authorized dealers and provide documentation proving their status. The RFP encourages early payment discounts and reserves the right to award contracts to multiple vendors or reject all submissions. Pricing should include all labor, equipment, materials, transportation, overhead, taxes, and related costs necessary to meet the project requirements.

2. SCOPE OF WORK
When preparing your submission in Bonfire, you will first be prompted to select the project(s) for which you intend to submit a proposal. Based on your selection, Bonfire will generate a list of required documents necessary to complete your submission. You may submit a proposal for one or more of the projects. Each project will be evaluated and awarded separately. EMWD reserves the right to award contracts to multiple vendors/suppliers or to reject all submissions for one or more of the selected projects.
2.1 BACKGROUND
EMWD operates four (4) Regional Water Reclamation Facilities (RWRF), each of which utilizes multiple Variable Frequency Drives (VFD’s) that have reached the end of their useful life. In total, EMWD is replacing eight (8) VFDs.
Replacing and/or retrofitting of these VFD’s is essential to maintaining treatment capacity and ensuring the continued treatment of wastewater. EMWD is seeking the procurement of goods only, plus start-up and commissioning services. A separate solicitation will be issued to engage a third-party electrical contractor for removal of existing equipment, installation of the new VFD’s within the existing cabinets and installation of new VFD’s with new cabinet assembly.
EMWD is therefore soliciting proposals from qualified proposers for two VFD projects. Each project shall be evaluated separately. At its sole discretion, EMWD may award separately or together. Proposers are not required to submit for both projects to have a valid proposal.
Requirements for each of the projects can be located under Sections 2.3 and 2.4.
2.2 PROJECT BREAKDOWN AND TECHNICAL REQUIREMENTS
Goods shall meet EMWD requirements as specified in EMWD’s Standard Detailed Provisions under Division 16, section 16010, 16040, and 16950 (EMWD Standard Detailed Provisions | Eastern Municipal Water District - EMWD).
A. Drive shall be the only source of power for motor load and soft start bypass is not required.
B. All VFD’s must be new and have the most current/updated version. EMWD will only accept Sulzer, ABB, Allen Bradely, Yaskawa, and Schneider. EMWD will not accept any other brands or alternative equipment.
C. Suppliers must be a factory authorized dealer of proposed equipment and provide a letter from manufacturer as proof of authorized dealer.
2.3 PROJECT 1 - NEW REPLACEMENT VFD WITH REGENERATION - 2 UNITS
A total of two (2) units are included In Project 1 of this solicitation to be replaced. Existing https://www.emwd.org/work-us/construction/capital-improvement-project-standards/emwd-standard-detailed-provisions https://www.emwd.org/work-us/construction/capital-improvement-project-standards/emwd-standard-detailed-provisions
RFP #3809 6
technical descriptions for each unit are listed in ADDENDUM # 1 - Attachment A.
VFD’s for Project will be evaluated separately and may be awarded to multiple vendors at EMWD’s sole discretion.
Technical Requirements for New Units The Supplier shall provide the following for each VFD as part of the replacement scope:
A. Ultra Low Harmonic (ULH) Technology: All VFD replacements rated greater than or equal to 100 horsepower (hp) shall utilize Ultra Low Harmonic (ULH) technology. For the purpose of this scope, the RWRF Electrical Department defines ULH as technologies including Active Front End or Matrix Drives
B. Regenerative Capabilities: The system shall possess regenerative capabilities to decelerate the centrifuge bowl to a complete stop while capturing the energy generated during the braking process.
C. Wiring Configuration Compatibility: VFD terminals shall match the existing wiring configuration to ensure seamless integration with current infrastructure, D. Input/Output (I/O) Capabilities: VFD shall provide, at a minimum, all I/O capabilities of the existing VFD.
E. Supervisory Control and Data Acquisition (SCADA) System Integration: VFD shall be capable of integrating with the RWRF SCADA system via Ethernet/IP communication protocols.
F. Door-Mounted Hardware: VFD shall support existing door-mounted hardware, including a new local Human-Machine Interface (HMI).
G. Footprint Compliance: New VFD shall fit within the existing footprint, if there is a deviation, Supplier shall describe in detail under Additions, Deletions, and/or Exceptions Form. (Exhibit E.1)
H. Operations and Maintenance Manual: VFD shall include one operations and maintenance manual that describes how to maintain the equipment over its useful life for each VFD installed.
I. Short Circuit Rating: All new equipment shall have a minimum short circuit current rating (AIC) of 65kA.
J. Standards Compliance: All new equipment shall comply with Institute of Electrical and Electronics Engineers (IEEE) IEEE-519 standards for harmonic distortion.
K. Equipment Age: All equipment shall be new, unused, and sealed by the manufacturer, free from defects, and shall not have been previously installed or operated at any another location.
