Q&A #2 for ORF HVAC Replacement Project
Due by: October 30, 2024
Released on: November 14, 2024
1. The previous solicitation for this opportunity removed the following proposal item (Reference
Volume II, Factor 2) by amendment, as it is more appropriate as a post-construction deliverable. We respectfully request that this narrative requirement be removed for this solicitation likewise for this round.
FAA Response: The amendment will reflect the same language used in the first proposal opportunity.
2. Please clarify the submittal instructions for the PPQ. Is the intended to be included in our proposal, as suggested by Factor 3: Past Performance, or submitted directly to the government.
FAA Response: We will accept PPQs submitted with the proposal as well as any submitted directly to us.
3. Please advise whether prior PPQs can be re-used as long as they contain identical information.
We have clients who will not fill in a PPQ more than once and we have been asked not to request more.
FAA Response: Re use of PPQs is permissible.
4. Please confirm that the Q&A responses issued with the RFP documents are official responses binding to the contract.
FAA Response: Confirmed that the Q&A responses issued are official responses binding to the contract.
5. Please confirm the Wage Rate Determination provided as the city of Norfolk does not lie within the boundaries of Mathews County Virginia.
FAA Response: DOL Wage Determination VA20240160 dated 11/8/2024 attached hereto and made a part thereof. The previous Wage Determination VA20240176 is hereby deleted.
6. RFI #11-18, 46, 47 Responses from the January 19, 2024 showed a significant deviation from the specification required staffing and Quality Control Specification Staffing Requirements. Please verify these answers are binding to the contract even if the specifications are not changed via amendment as there is significant cost and planning impacts to the answered deviation.
FAA Response:
Responses from the January 19, 2024 are still valid and should be used and referenced for bidding purposes.
7. Specification 23 08 20 "HVAC Commissioning - General" 1.1 C lists a pre-approved commissioning agency. "The statement The Commissioning Agency is referred to as an independent contractor in this Division and shall be a service provided by the Contractor for the FAA by a company approved by the FAA" is unclear when comparing to RFI #41 Answer "Commissioning is provided by a Commissioning Agency/Authority (CxA). The Commissioning Agency is to remain an independent party." Please verify that the contractor should carry the contract and cost for the services of the CxA.
FAA Response:
Confirmed. Commissioning is provided by a Commissioning Agency/Authority (CxA). The contractor should carry the contract and cost for the services of the CxA that is to remain an independent party and approved by the FAA prior to performing the commissioning services.
8. Is the phasing described in the project drawings, order of addressing, open to change through discussion with the FAA to determine the best method for accommodating a tight schedule?
Yes, the FAA will always be open to any change if it proves to be better, benefits the agency, and reduces/eliminates work disruption.
9. Is the roof fire rated? During the site visit/jobwalk, there was verbal discussion that fire dampers were required on the roof penetration. However, these are not shown on the drawings. Please clarify and offer a response.
Complete set of as-built drawings for the facility (Original Blueprints) has been provided in
KSN under Issued For Bid_R library. If the requested information cannot be obtained from the as-built drawings, the contractor must conform to all applicable codes and standards for the location where the equipment/material is being installed.
10. Could you team please confirm that the controls for the HVAC temporary units are permissible to be by a local 5-day stat only and that no integration with the BAS is required?
FAA Response:
Only new/permanent equipment installed under the scope of this project shall be integrated into the existing controls system. Existing DDC system (Carrier front end and controls) must remain. No need to integrate temp units.
11. During the site visit/jobwalk, conversations were had about existing systems NOT moving (e.g.
pipe, conduit, ceilings, desks, operating systems) that might interfere with the demolition/removal and new work accessibility. These types of support infrastructure may need to be reworked to accommodate new duct/rooftop/AHU locations. Will it be permissible to move those items if necessary to remove and replace items associated with the new work?
Yes, it may be permissible to move those items as long as the following conditions are met:
• Approval is given by the RE prior to any work
• All items to return to their original condition after work is complete
12. Can you please provide the company name and contract information for the roofer we are required to contact to repair the roof? This information did not appear in the drawings or the previous Q&A.
Please see note #1 under SPECIAL NOTES in drawing sheet ORF-D-BLDG-G003.
13. Is a bid bond required?
FAA Response: No bid bond is required; however, performance and payment bonds are required.
14. What percentage of work could we reasonably expect to perform off-hours?
