Q&A for ORF HVAC Replacement Project Due by: January 5, 2024

Released on January 19, 2024

1. When it comes the drawings and specifically one included in amendment #01, “Unsigned Clear Copy”, are those drawings acceptable to use for the purposes of providing and bidding on this project, in their entirety? It is a much clearer copy. Also, can you please provide us with a complete set of as-built drawings or drawings for the facility to include architectural, electrical, and structural sheets?

FAA Response:

The “Unsigned Clear Copy” can be used for the purposes of bidding on this project in its entirety. Complete set of as-built drawings for the facility (Original Blueprints) will be provided by the FAA Contracting Officer.

2. Division 09- Finishes: Specifications for Gypsum Board, Acoustical Panel Ceilings and Painting in Div 09. As-Builts Architectural or new Architectural plans were not provided to determine what finishes need removed and reinstalled to properly price. Can you please provide? If there is new metal stud (shafts, walls, etc), drywall and painting work to be done, new details should be provided w/ finish paint colors.

FAA Response:

Please match exiting conditions for all finishes. Complete set of as-built drawings for the facility (Original Blueprints) will be provided by the FAA Contracting Officer.

3. Acoustical Panel Ceiling: During the site walk, it was determined that many of the spaces requiring HVAC renovation that will require work above ceiling, have a ACP. Please provide product data for this panel and confirm this produce should be removed and reinstalled and not replaced. In the event there damage to these tiles, does the Owner have attic stock as an exact duplicate may not be able to be procured to match.

FAA Response:

Complete set of as-built drawings for the facility (Original Blueprints) will be provided by the FAA Contracting Officer. Unfortunately, there is no ACT stock anymore. Please remove carefully and reuse. If tiles get damaged while removal, the contractor will be responsible for replacing them at no cost to the FAA.

4. 01 00 00: 01 00 00 - 1.3 states the Contractor must have a competent superintendent who is an employee of the contractor onsite during work. Confirm this person must be an employee of the prime contract and cannot be a representative from a Subcontractor or labor agency.

FAA Response:

As per FAR AMS 52.236-6, “at all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting

Officer and has authority to act for the Contractor”. The superintendent would be an employee of the prime contractor.

5. 01 00 00 - 1.22 notes initial submittals required prior to receiving an NTP. Section 7 of the RFP lists additional requirements required within 21 days of contract award. Are all these items required for NTP?

FAA Response:

All items, whether stated in the Specifications or the RFP, must be submitted by the date/time set forth by the FAA Contracting Officer. The notice to proceed would not be issued until all critical submittals have been received and approved. Section 7 outlines all the critical submittals due within 21 days post award.

6. HazMat Plan: Section 7 of the RFP lists Critical Submittal list HazMat Plan. There is no specification or notes on the drawings requiring any Hazardous material abatement. Please confirm this is regarding the Environmental Protection plan required in 01 57 19 - Temporary Environmental Controls?

FAA Response:

It has been confirmed no known HazMat material abatement under the scope of this project.

7. Hazardous Materials: The documents do not provide an hazardous materials survey and 01 57 19 - 1.6 Unforeseen Hazardous or Regulated Material notes if hazardous material is identified it will be handled as a differing site condition and thus a change. Please confirm there is no hazardous material abatement expected as part of this project?

FAA Response:

There is no known HazMat based on the existing surveys. However, in the case of “Unforeseen Hazardous or Regulated Material”, the FAA will issue a modification pursuant of “AMS 52.243- 4, Changes” and “AMS 52.236-2, Differing Site Conditions”.

8. 01 57 19 - 3.3 notes Hazardous waste generated within the confines of the facilities shall be identified as being generated by the Contractor and all manifests will be signed by the contractor. Please confirm all existing hazardous waste in the building that requires removal will be identified as generated by the FAA and the FAA will sign all hazardous or contaminated waste manifests.

FAA Response:

Confirmed. In the case of existing HazMat that is confirmed to be “Unforeseen Hazardous or Regulated Material”, the FAA will issue a modification pursuant of “AMS 52.243-4, Changes” and “AMS 52.236-2, Differing Site Conditions”.

9. 01 50 00 - 2.3 B states to provide Pest Control services and provide an "Extended Warranty" for the FAA. Please confirm this is not required, otherwise identify the extended warranty required and confirm there are no current pest control issues at the facility.

This is required as indicated in the specifications. Warranty to be one year from date of Substantial Completion. There are currently no pest control issues at the facility.

10. 01 56 23 - 3.6 notes "Repaint painted surfaces as directed by the COR." Please confirm this is only for areas damaged during renovations. Areas damaged by others will not require re-painting unless issued by Change Order.

Confirmed.

11. 01 35 29 - 1.5.1.1 states the Prime contractor must have an SSHO onsite full-time during work.

It notes the CQC person cannot be the SSHO. Please confirm the SSHO must be employed by the prime contract and not a Subcontractor and cannot also be the Superintendent.

FAA Response:

Superintendent can act for the SSHO / CQC / QC Manager / Project Manager / Coordination Engineer. Superintendent, who must be onsite fulltime, is defined and assigned as per the specs.

12. 01 40 00 - 3.3C identifies a Prime Contractors QC Manager, please confirm this person cannot also be the Superintendent.

See response to RFI 11.

13. 01 40 00 - 3.3C identifies a Prime Contractor QC Manager as does 01 31 00 - 1.5E, which requires them to be employee of the Prime Contract and be onsite full time. 01 40 00 3.3B Identifies a Third Party CQC Firm/Agency with a QC System Manager. Please confirm that both a Prime Contractor QC Manager and Third-Party QC System Manager are required onsite full time.

14. 01 40 00 - 3.3E identifies additional CQC Personnel that must be onsite at least ones a week, can ot be employees of the prime contractor or any subcontractor performing work on the project.

These additional personnel seem extensive for a project of this size and complexity and will add additional costs. Please confirm these are required.

Not required. See response to RFI 11.

15. 01 40 00 - 3.3E identifies additional CQC Personnel that must be onsite at least once a week, can ot be employees of the prime contractor or any subcontractor performing work on the project.

Please confirm these personnel only need to be onsite a minimum once a week when work for that scope is being completed. (i.e. a Concrete, Pavement, Utilities, and Soils or Structural QC specialist do not need to be onsite when interior HVAC work is progressing.

16. 01 31 00 - 1.5A identifies the requirements for a Project Manager. Please confirm this this person is required to be onsite full time for the project and cannot also be the Superintendent.

17. 01 31 00 - 1.5D identifies a Coordination Engineer full-time from NTP through Substantial Completion. Please Confirm:

1 - The Coordination Engineer cannot be the Prime Contractor's Project Manager, Superintendent, nor SSHO but can also be the QC Manager.

2 - Must be an employee of the Prime Contractor and not a Subcontractor employee.

3 - Must be onsite full time.

18. 01 40 00 - 3.3E identifies additional CQC Personnel for Fire Protection. Please identify what scope this person should be onsite for?

19. Electrical General notes #28 on sheet E001 says to provide line-item unit pricing for conduit.

Can you please provide this on the bid form and possibly some quantities to assume?

FAA Response:

Provide unit prices (per 10 linear ft.) for ¾”, 1”, 1.5”, 2” and 2.5” conduits. Unit prices to include both material and labor costs.

20. 01 40 10 has requirements for Coordination Drawings. Will MEP coordination drawings require Building Information Modeling or COBIE requirements?

BIM or COBIE will not be required.

21. The BOA Basic Agreement includes clause 3.2.2.8-5 for Liquidated Damages. This clause states the Liquidated Damages sum is established per Call Order (if applicable). Please confirm there are no Liquidated Damages and no delay damages associated with this Call Order.

FAA Response: Liquidated damages will not be utilized with this contract.

22. Other BOA Call Orders have noted for the offeror to provide a list of assumptions/clarifications if applicable. Please confirm offerors should provide a list of assumptions/clarification with the price proposal if necessary?

FAA Response: Yes, the proposal is required to state whether exceptions, assumptions and/or clarifications are being taken.

23. The RFP notes the Required Delivery Time/Schedule is 365 Calendar Days after NTP.

1 - For bidding purposed, please advise a date after award the NTP will be given?

2 - Please confirm that the contractor and the FAA will negotiate post-award a NTP date.

FAA Response:

1. As outlined within the solicitation, Critical submittals: The awardee must provide all pre-construction (critical) submittals to the FAA for approval within 21 days after the contract award date. Once all submittals have been received and approved, a pre-con construction meeting will be held and the Notice to Proceed will be issued. A set date is hard to estimate pre-award.

2. See answer to 1 above.

24. The RFP does not advise when the government intends to award the project or how long the offeror's price proposal is to be valid.

1 - For bidding purposes and schedule development, please provide an anticipated Award Date.

2 - Please confirm how long the offeror's price proposal is to be valid after submission.

FAA Response: All pricing associated with proposals need to be valid for at least 60 days and award is intended to be completed during this 60-day period.

25. Please consider removing the AISC erector qualification requirement noted in 05 12 00-D.2.c & 1.5.B as there is a limited amount of steel for the project and it will be difficult to find AISC certified erectors to bid the limited scope of work.

FAA Response:

This would be acceptable for the scope of work required for this project. IBC code mandates fabrication shop inspections for non-certified fabricators; however, it is not anticipated that shop fabrication will be required as the work would primarily consist of stock lengths of structural sections sent to the field for in place fabrication. Field quality control inspections per the specifications are still required.

26. 01 10 00-1.10.B : Please verify we will be able to use the crane to set the roof top mechanical equipment during daylight hours.

FAA Response:

Contractor must submit Form FAA 7460 and have it approved prior to using the crane.

Contractor must submit this form at least 45 days before the start date of the proposed construction. The sooner the better.

27. S301, S302 and detail 6 on S402 require new C6x13 curb be installed on deck for the new roof top units, welded to the joists. This will require removal of roofing material and rework for the roof. No roof specifications or drawings were provided in the RFP. Special note #1 on G003 notes the roofing replacement project under separate contract is planned for completion prior to the start of this project and we are to coordinate with the FAA to ensure the roof warrant is not voided. At the site visit it appeared this work was already completed. Can you please provide the roofing as-builts with details on roof modifications, submittals including shop drawing and product data we'll need to provide at these units?

FAA Response:

Drawings for the Roof Replacement project will be provided by the FAA Contracting Officer.

Any work covered under the scope of this project that is impacting the roof MUST be coordinated with the FAA prior to any construction work. All roof work/repairs are covered under a separate contract. The roofing contractor will perform any roofing work impacted by the scope of this project to ensure the warranty is not voided. No exception to this requirement as the roofing warranty will be voided and this project’s prime contractor will be held liable.

• Please note that the roofing contractor will not provide any new mechanical supports (curbs, rails, etc.), any material covered under the scope of this project, or any design/analysis needed for equipment supports. Roofer to ONLY handle the roof work/repairs affected and impacted by the mechanical/plumbing work.

• Please also note that CU-2, CU-3, and CU-4 have been removed and demolished by the roofing contractor.

28. Factor 3 Past Performance notes we must provide at least 1 PPQ or CPARS for a relevant project.

It also states the PPQ or CPARS must be submitted for the Prime Contract any major Subcontractor.

1: Please confirm a Minimum of 1 PPQ or CPARS is required from the Prime and a minimum of 1 PPQ or CPARS is required from any major subcontractors?

2: Please confirm the PPQ or CPARS should be included in the proposal submission.

3: Please confirm if the offeror has a PPQ using the NAVFAC/USACE PPQ form, that can be included in lieu of using the RFP attachment J-3_Past Performance Questionnaire.

1. Yes. A minimum of 1 is required for the prime and any major subcontractor.

2. Yes. Please include with proposal submission.

3. No, the FAA uses a standard PPQ form (attachment J-3) that captures all the information needed so any submission other than the one provided or CPAR is not acceptable.

29. The existing refrigerant pipes on the roof are mounted on supports but also have a sheet metal enclosure around the piping. The new drawings do not include a sheet metal enclosure. Do the FAA want an enclosure around the pipes to protect the insulation?

Yes, enclosure around the pipes will be required to match the existing protection.

30. See below excerpt from specifications. The new DDC system is indicated as having to be Carrier Comfort Network. Is this a MUST BE case? Sneider controls wouldn’t be acceptable? Please advise.

Confirmed. Existing DDC system (Carrier front end and controls) must remain. Only new equipment installed under the scope of this project shall be integrated into the existing controls system.

31. During the site walk it was stated that no roofing work would be required by this contract.

Please confirm that all roof work/repairs are covered under a separate contract and that coordination for this work is all that is required under this scope.

See response to RFI 27.

32. Please confirm that all roofing activities are to be done by “others.” All scope related to the roof, deck, curbs, coping and anything affixed to the roof will be handled by the roofing contractor under a separate contract. All that is required to complete the scope of work in this project is coordination with the roofing contractor under a separate contract.

33. Under special note 10, on page G003, delegated design is required for equipment supports. If the support is roof related as in a roof curb, would this be the roofer’s responsibility, and therefore be outside our scope of work?

34. There is a special note #13 on page G003 that states “Lead-based paint has been associated with the equipment to be demolished. All demolition shall be conducted according to OSHA requirements, 40 CFR part 745, 29 CFR 1910.1025, 29 CFR 1926.62, and all state and local regulations.” Please confirm if this note is still enforceable since the equipment has been removed.

This is not enforceable anymore since the equipment has been removed.

35. In areas where the ceiling is not exposed to deck and has ACT, Is the intent to remove and replace with new or remove and reuse?

See response to RFI 3.

36. ACT ceilings in some areas have old tiles that probably cannot be matched. What is the procedure here? Can a spec of the existing ACT be provided?

See response to RFI 3.

37. Confirm that all temp heating/cooling be N+1 for the CAC/ACCU units and just N for RTU-1.

Temp units to only match exiting units prior to their demolition. Follow CONSTRUCTION SEQUENCE NOTES in G003.

38. Confirm that the area we disturb can be patched and the spot painted. The expectation is not to repaint whole walls/rooms.

FAA Response:

Confirmed. However, contractor must ensure patching and painting work to match existing conditions.

39. Will any aspects of the work performed on site be considered not disruptive to the function of the TRACON and work can be done during normal business hours?

FAA Response:

Most of the work outside of TRACON will be considered non disruptive. See examples of disruptive work below:

1. Work inside and above TRACON Room

2. Work adjacent to TRACON Room generates loud noise or vibration that cause disturbance to air traffic operations.

3. Work generates fume or unpleasant odor into the TRACON Room.

4. Work causes any power outages, cooling or air circulation to the TRACON or electronic equipment.

40. In the SOW requirements for Volume II for Factor 2 states that “The Offeror must provide a comprehensive construction plan that includes the proposed HAZMAT abatement plan and all certifications, demolition plan with coordination needed to show impacts (trucks, cranes, etc.)

to the airport that will need coordination/access and recycling and waste removal plans.” The level of detail for this requirement seems to be in keeping with a post award submittal. Please confirm that it is acceptable to reference it in the schedule only and that the Submittal deliverable can be provided after the award.

FAA Response: Reference of hazmat found in the specs should be included within the schedule that is included with proposals and any submittal concerning the hazardous materials would be acceptable post award.

41. Confirm that Commissioning is provided by the contractor.

Commissioning is provided by a Commissioning Agency/Authority (CxA). The Commissioning Agency is to remain an independent party.

42. Reference: Drawing E205, Key Note #5, Ground Ring – Is the ground ring located around CU-1 existing or new?

EES (Grounding Ring) for CU-1 is new and will be installed under this contract.

43. Reference: Drawing E205, equipment Connection Schedule, RF1 – The Equipment Connection Schedule shown on Drawing E205 says Division 26 to provide the VFD for RF-1. VFD are usually provided with the mechanical equipment. Please clarify if division 26 or division 23 is to this VFD for equipment RF-1?

VFD for RF-1 will be supplied in accordance with Division 23, similar to that of AHU-1.

44. Reference: Drawing E205, Equipment Connection Schedule, Note #3 - Note #3 of the Equipment Connection Schedule on Drawing E205 says to re-use existing conduits where possible. Is there As-Built Plans showing existing raceway paths available? Please clarify for bidding purposes how to determine how much existing raceway can be re-used?

FAA Response:

We expect the existing conduits to be in satisfactory condition and suitable for reuse. In the event that a segment of conduit is found to be in suboptimal condition during construction, the unit price in Question #19 will be applied.

45. Reference: Drawing E701, Key Note #5, Existing Raceways – Key Note #3 on Drawing E701 says to inspect and validate the integrity of the existing raceway system and if found not in good working order to replace with new. Please Clarify, if a raceway is found not to be of good working order will this replacement be provided as a change order or are we to include as part of pricing for this project?

A change order will be applied based on the unit price.

46. The specifications appear to require (4) on-site, fulltime positions while construction work is ongoing; Superintendent, SSHO, Quality Control Manager, and Coordinating Engineer. Please advise if any of these positions can be duel or triple hatted.

47. Specification 01 40 00-3.3-E provides an Experience Matrix presumably for the “Additional CQC Personnel” required as part of the Independent Quality Control Organization (CQC). With the contractor’s fulltime on-site QC Manager and supporting 3rd party testing agencies, please advise if all the additional roles listed in the Experience Matrix will be required. If so, would the FAA accept substituting Licensed Architects and Engineers with 2 years of related experience for unlicensed individuals with 5 years of related experience?

Additional roles are not required under section 01 40 00 - 3.3 – E.

48. Please confirm the contractor is not responsible for any changes to the documents due to errors or omissions in the documents wither identified or not at time of bid per 01 00 00 - 1.1 K. Any changes will be handled per the Changes or differing site conditions clause.

FAA Response: Any changes post award would be handled per applicable changes clause. Any revision to the subsequent documents addressed and this Q&A and subsequent amendments are the responsible of the bidder to incorporate said changes or revision into their bid.

49. 01 00 00 - 1.11 B2 discusses Uncovering and Correction of Work. Section B2 identifies that if within 2 years of Substantial Completion any work found not in accordance with the documents must be correct. In addition with any specifically identified Manufacturer's warranties, please confirm this project requires a two year warranty.

FAA Response:

In addition to the warranties identified in the specifications divisions for all equipment, these two years will also be required to correct any work found to be not in accordance with the requirements of the Contract Documents.

50. Detail 6/S402 has a note that states, "Use steel channels shown in this detail if existing curb is not adequate in Condition, load capacity, or location for new Mechanical equipment." M508, Keyed Notes 1, & 3 both state to stall equipment on "New" roof curb. Please confirm the contractor should assume the steel channels are required and shall provide a new roof curb.

Assume new steel and new curbs are required.

51. The RFP letter notes the Required Delivery Time/Schedule is 365 Days after Notice to Proceed.

However, some of the major HVAC equipment (CAC Units - 4) has a long lead time of 54 weeks from Submittal Approval. This material procurement would prevent the project from being complete in 365 days. Please confirm the project does not have to be complete in 365 days from NTP or that a negotiated NTP will be utilized once equipment is procured.

FAA Response: The notice to proceed would not be issued until the preconstruction meeting was held and most of the time this meeting is not held until all critical submittals have been received and approved. Long lead time items would be taken into consideration prior to the issuance of the Notice to Proceed.

52. The RFP do not contain any specification or drawings for the roof composition. Since we are required to demolish existing roof penetrations, roof curbs, rough mounted infrastructure and replace with new infrastructure including new mechanical equipment supports, please provide the follow so we can ensure we are pricing the requirements to ensure the warranty is not voided:

1 - Name of the roofing installer that just completed the roof replacement.

2 - The roofing submittals including product data, shop drawings, and warranty for the roofing replacement project.

FAA Response:

See response to RFI 27. Communication cannot be directly with the roofing contractor. Must go through the FAA.

53. Drawing M503 and S301 seem to conflict in regards to units that get demolished and repair.

Will still deck need replaced after the Condensing Units are demolished (CU-1,2,3,4)? The roof hoods (H-1, 2,3) only show deck being replaced on S301.

FAA Response:

The condensers would not have openings to repair. CU-2, CU-3, and CU-4 have been removed and demolished by the roofing contractor. CU-1 is not on the roof; it’s the 50-ton unit placed on the ground.

54. Can you please provide details on how the new condensate and refrigerant piping will be supported and anchored to the roof system or steel deck that is shown on M508 and M509?

FAA Response:

Utilize the techniques below in the following order:

1. Follow manufacturer’s recommendations and instructions.

2. Follow details in M201, M202, and M203.

3. Follow as-built drawings (Original Blueprints) that will be provided by the FAA

Contracting Officer.

For roofing work, see response to RFI 27.

55. One of the Keyed Notes on the Mechanical Plans is to install a new Thermostat at the existing Thermostat location using the existing wiring. Please confirm the contractor does not need to include any patching or re-painting at these locations.

FAA Response:

Contractor to only patch and paint walls where existing finishes are damaged during the installations of new thermostats. All finishes shall match existing finishes.

56. M203 has a "Duct wall penetration" detail that shows 2" of Insulation on the ductwork. Keyed notes, such as 9 on M505 says New Duct Insulation shall match existing in type and thickness.

This was not able to be determined during the site walk. Please confirm contractor shall assume 2" insulation on all ductwork for bidding.

Please follow Section 23 07 00 “HVAC INSULATION” for exact type and thickness.

57. General notes such as 1 on M401 notes Insulation Type and Thickness to Match Existing for Refrigerant Piping. Similar 4 on M505 new Piping Insulation to match existing in Type and Thickness for the HWS/HWR piping. This thickness was not able to be determine during the site walk. Please provide a assumed thickness that should be used for pricing.

FAA Response:

For M401, these are new refrigerant piping with nothing existing to match; follow the manufacturer’s instructions for the piping size and insulation size/type.

For M505 and whatever is similar, please follow Section 23 07 00 “HVAC INSULATION” for exact type and thickness.

58. 07 84 00 Calls for Fire Stopping to be completed by a single installer sourcing material from a single manufacturer. Section 3.5 notes about modifying existing penetrations that may be required only using materials approved by manufacturer as suitable for repair of original seal.

Please provide the installer and original product used for fire stopping or confirm we do not need to match the existing products used.

FAA Response:

Complete set of as-built drawings for the facility (Original Blueprints) will be provided by the FAA Contracting Officer. If the requested information cannot be obtained from the as-built drawings, the contractor does not have to match the existing. However, any other material utilized for that scope must conform to all applicable codes and standards for the location where it’s being installed.

59. 07 84 00 - 3.5 states to identify damaged or re-entered seals requiring repair or modification for fire stopping. During the site visit we were unable to look above ceilings in some locations.

Please confirm we are only required to install fire stopping for new penetrations and not required to replace any damaged or insufficient fire stopping.

FAA Response:

Confirmed. Existing damaged/insufficient fire stopping are not covered under the scope of this project.

File details come from the government source that posted it. Updated .
