About this file
This document is a New Mexico Resident Preference Information form issued by the New Mexico Taxation and Revenue Department, detailing requirements for businesses seeking preference in state procurement processes. The document outlines specific guidelines for resident businesses, including resident, Native American, and veteran-owned businesses, who are submitting bids or proposals for state contracts. Bidders must submit a valid Resident Preference Certificate with their bid, and these preferences are not cumulative, meaning businesses can only claim one type of preference.
The document provides detailed instructions for joint bids involving resident and non-resident businesses, stipulating that resident business preferences will be proportionally reduced based on the percentage of contract work performed by non-resident businesses. Businesses must obtain their Resident Preference Certificates from the New Mexico Taxation and Revenue Department, with certificates effective as of January 1, 2012. A critical note emphasizes that failure to include a valid Resident Preference Certificate with the bid or proposal will result in no preference being applied, potentially impacting the competitiveness of the bid.
