This is an Invitation for Bid (IFB) document issued by the Granite School District Purchasing Department in Salt Lake City, Utah, for school bus non-engine repair and parts services. The IFB seeks a responsive and responsible vendor to provide non-engine repairs on school buses, including king pin replacement, steering and suspension repair/replacement, driveline and drive axle components repair/replacement, steer axle repairs, air conditioning repair/replacement, miscellaneous chassis repairs, and OEM component/system repairs. Buses will be delivered to the vendor's facility for diagnosis and repair, with the vendor required to obtain Transportation Department approval before commencing work. The District does not guarantee any specific volume of work under this contract, and all quantities or service needs are good faith estimates subject to variation. The contract term begins December 1, 2026, and continues for one year, with the District retaining the right to renew annually for up to four additional years subject to mutual agreement. The District anticipates awarding contracts in five categories: Bluebird bus OEM repairs, International bus OEM repairs, Thomas bus OEM repairs, front end repairs, and all other non-engine repairs.

All pricing must be fixed for the initial one-year contract period and include delivery charges on an FOB Destination basis with no fuel surcharges. After the first year, vendors may request price changes only if documentation supports a significant change in market conditions, with all adjustments subject to District approval. The vendor must be properly licensed to conduct business in Utah, with a repair facility located within twenty miles of the District Transportation Center at 3000 W. Parkway Blvd., West Valley City, Utah, and staffed with factory-trained, certified technicians. The vendor must provide detailed written estimates within eight hours of receiving a bus, use only OEM parts unless written approval is granted otherwise, provide a one-year warranty on all parts and labor, and submit itemized invoices referencing applicable purchase order numbers. Bid submissions are due through the Utah Public Procurement Place (U3P) at https://utah.bonfirehub.com/portal/?tab=openOpportunities, with hard copies deliverable to 2500 South State Street, Salt Lake City, Utah 84115. Award decisions will be based on labor rates, and results will be posted on U3P. The District reserves the right to reject any or all bids, make no award, or source unique products and volumes outside the contract if necessary.

GRAMA provides that trade secrets, commercial information or non-individual financial information may be protected by submitting a Claim of Business Confidentiality.

To protect information under a Claim of Business Confidentiality, the offeror must:

To ensure the information is protected, the Department of Purchasing asks the offeror to clearly identify in the Executive Summary and in the body of the proposal any specific information for which an offeror claims business confidentiality protection as "PROTECTED".

The award will commence on date of bid award. GSD reserves the right to reject the low bid if the products bid is not equal to or better than the items listed. The performance issue will be documented in the file, accompanied by notes for the stakeholder. If a supplier has a total of three (3) project scores below fifteen (15) in a three (3) month period, it may result in a ten (10) day notice to cure or contract cancellation.
