About this file
This is a 100% construction document specification for the State of California Department of Veterans Affairs VHC-R Server Room HVAC Minisplit project (Project No. CA25-0394), prepared in December 2025. The project specifications detail the installation of heating, ventilation, and air conditioning equipment consisting of packaged compressor and condenser units rated at 36 MBh (1 to 5 tons / 3.5 to 17.6 kW capacity) and ductless fan coil units. The compressor and condenser units are specified to operate at 208V, single-phase, 60 Hz with a maximum circuit ampacity of 34A and maximum overcurrent protection of 56A, utilizing R-454B refrigerant. The fan coil units include factory-packaged and tested components with multispeed motors, wall-mounting thermostats with heat-cool-off switches, and integral controls. Acceptable manufacturers for both unit types include TRANE/Mitsubishi Electric, DAIKIN Applied, Samsung HVAC Solutions, or approved equivalents. The mechanical engineer and electrical engineer of record is Lorenzo A. Rios (M 21000 and E 10342 credentials, respectively).
The specifications establish a five-year warranty period for most components from the date of Substantial Completion, with the compressor specifically covered for seven years. Installation requirements mandate that units be installed level and plumb with proper vibration isolation and seismic-control devices complying with ASCE/SEI 7 standards. Field quality control procedures include leak testing, operational testing, control verification, and vibration isolation confirmation to be performed by a factory-authorized service representative. Startup service and demonstration training for the owner's maintenance personnel are required components of the contract. The document emphasizes compliance with multiple industry standards including AHRI 210/240 and 270, ASHRAE 15, 34, 62.1, and 33, NFPA 70, and UL 1995, with all electrical components and devices requiring listing and labeling by qualified testing agencies. The approval from the Office of the State Fire Marshal was dated March 23, 2026.
