About this file
This is a Questions and Answers document issued by the California Department of Veterans Affairs regarding Solicitation for Quote #25RS0030 for HVAC minisplit installation in the server room at the Veterans Home of California in Redding. The project involves installation of a new heating, ventilation, and air conditioning minisplit system with specified refrigerant compliance, electrical integration, and roofing modifications. The contractor must provide current California Mechanical Code (CMC) compliant refrigerant with flammability calculations from the manufacturer, coordinate electrical work with Panel GCL located in Electrical Room G46 per the approved OFSM drawings dated April 24, 2026, and ensure proper fire-rated penetration details. The project does not require City or County permits and fees.
Key technical requirements include contractor responsibility for new wood sleeper flashing, GSM capping, and roofing repairs as necessary per detail 11/M-3.0, with the option to utilize existing doghouse roof penetrations for linesets and electrical conduit subject to CalVet approval and verification that no conflicts exist with fire-rated wall penetrations or refrigerant type compatibility. The contractor must coordinate all aspects of the installation carefully, particularly regarding fire-rated penetrations and roofing work that may require specialized subcontractors.

RFBI QUESTIONS AND ANSWERS SHEET POSTED 05/15/2026
Question #1:
Refrigerant Type: the specs mention using R454b refrigerant for the new unit, is an R32 unit acceptable?
Answer #1:
This project was designed as codes were changing. Contractor shall provide current CMC compliant refrigerant. They shall include calculation of flammability concerns for space from manufacturer in base bid of equipment.
Question #2:
Electrical – On E-0.1 and E1.0, the only panel referenced is Panel GCL (to feed FC-1 and Condensate Pump) and says it is located in the Electrical Room G46 (this room is not shown or referenced on the Floor Plan M-1.1 for distance scaling).
Please advise.
Answer #2:
Contractor shall reference OFSM Approved set, dated 04/24/26, sheet E-1.1 for panel location. Please ensure to coordinate all fire rated penetrations carefully for new conduit runs.
Question #3:
Are City or County permits with fees required for this new installation?
Answer #3:
No City or County permits required
Question #4:
Condensing unit: do the new wood sleepers need to be flashed in requiring a roofer?
Answer #4:
Contractor shall provide new flashing, GSM cap and roofing repair as needed for sleeper installation. See detail 11/M-3.0
Question #5:
Can we utilize the existing doghouse penetration on the roof to run new electrical and linesets?
Answer #5:
If line sets fit and there are no issues with additional fire rated wall penetrations or different refrigerant types in shaft, then yes and it will be up to CALVET approval.
