About this file
This is a Technical Criteria Attachment document issued by the State of Utah Division of Purchasing for Request for Proposal (RFP) Solicitation #BW26-1 regarding Breath Alcohol Testing and Presumptive Drug Tests. The RFP seeks vendors to provide four distinct product categories: Evidential Breath Alcohol Testing Devices, Portable Breath Alcohol Testing Devices, Presumptive Drug Tests—Toxicology, and Presumptive Drug Tests—Colorimetric/Surface. Vendors may apply for one or multiple categories. The contract term is five years, with pricing guaranteed for a minimum of 12 months or through an awarded percentage discount maintained for the contract's lifetime. This RFP may result in multiple awards based on vendors meeting both technical score thresholds and total score requirements.
The technical evaluation process assigns a maximum of 700 points per category across four scored sections: Experience, Knowledge, and Expertise (200 points); Products and Services Offered (200-250 points depending on category); Ordering Process and Customer Service (150 points); and Warranties and Customer Resolution (100 points). Vendors must achieve a minimum technical score of 455 points per category to advance to the cost evaluation stage. An evaluation committee will score vendor responses, with the average score determining advancement. The RFP requires vendors to address their company experience, certifications, product specifications, training and certification options, ordering processes, lead times, customer service offerings, maintenance requirements, warranties, and refund policies. An administrative fee of 0.25 percent applies to the contract. Vendors should provide clear, concise responses without promotional materials, unsolicited information, internet links, or pricing details in the technical criteria submission.

Technical Criteria Attachment D Solicitation #BW26-1 Breath Alcohol Testing and Presumptive Drug Tests
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.
Possible technical evaluation points: 700 (for each category) Minimum technical evaluation points to advance to the cost evaluation stage: 455 (for each category) NOTE: This RFP has four (4) categories, each category will receive its own score to determine which categories a vendor can be awarded. The section headers within the questions describe how points will be assigned for each category. Categories are:
· Evidential Breath Alcohol Testing Devices
· Portable Breath Alcohol Testing Devices
· Presumptive Drug Tests – Toxicology
· Presumptive Drug Tests – Colorimetric/Surface
