About this file

This is a Small Business Enterprise (SBE) Subcontractor Intent Form (BEH-FRM-610.SAW) issued by the City of Dallas Business Enterprise Hub for use in conjunction with the Rental and Purchase of Mobile Office Buildings contract opportunity. The form documents the prime vendor's intent to subcontract with a certified SBE for specific goods, services, or work elements under designated NAICS codes. The SBE subcontractor must maintain current certification throughout the entire contract duration, which is a three-year Indefinite Delivery/Indefinite Quantity agreement for mobile office buildings and storage units required by the Park and Recreation Department between Memorial Day and Labor Day each year, including rental fees or purchase prices, delivery, maintenance, repair, and setup services at various locations.

The form requires documentation of the prime vendor's total contract amount, the contract-specific SBE participation goal percentage as stated in the solicitation, and the SBE vendor's participation amount and corresponding percentage of the total contract. SBE vendors must be certified by an approved agency such as the DFW Business Council, North Central Texas Regional Certification Agency, or Women's Business Council Southwest, and must perform work within their certified NAICS codes under a Commercially Useful Function using their own workforce and supervision. Any reductions, substitutions, or reallocations of the subcontractor's scope, value, or participation percentage require prior approval from the City of Dallas Business Enterprise Hub. Both the prime vendor and SBE subcontractor must certify the accuracy of the information and their commitment to SBE participation, subject to BEH approval and compliance monitoring, with failure to comply with DRIVE policy requirements potentially resulting in adjustment of SBE participation credit or other applicable actions.
