About this file
This is a Small Business Enterprise (SBE) Good Faith Effort Documentation Form (BEH-FRM-607.SAW) issued by the City of Dallas for a three-year Indefinite Delivery/Indefinite Quantity agreement to rent and/or purchase mobile office buildings and storage units. The form establishes requirements for prime vendors and respondents to demonstrate compliance with the Dallas Regional Inclusive Vendor Enterprise DRIVE policy regarding SBE subcontracting participation. The documentation is required only when a respondent fails to meet the contract-specific SBE goal or when the City requests it for compliance review. Prime vendors must attest to evaluating commercially reasonable subcontracting opportunities without artificially consolidating scopes of work, limiting subcontractor participation, or restricting opportunities to increase self-performance. All SBEs contacted must hold active certification in the applicable NAICS codes for their respective scopes of work, and only firms performing under a Commercially Useful Function (CUF) may be counted toward the SBE goal.
The form requires respondents to document the identification and segmentation of subcontracting opportunities into economically feasible packages, provide at least seven business days' notice to SBEs with complete plans and specifications, and maintain detailed records of all outreach activities including email notices with timestamps, call logs, and bid solicitation requests. Vendors must list all SBEs contacted, quote amounts received, selection decisions, and reasons for rejection or non-selection. The form mandates documentation of assistance provided to SBEs such as bonding guidance, specification clarification, flexible scheduling, and supplier sourcing support. A certification statement requires the officer signature affirming the accuracy of information provided and confirmation that no artificial reduction of subcontracting opportunities occurred. Good Faith Efforts and SBE participation commitments remain subject to monitoring and compliance review throughout the contract term.
