About this file

This is a Request for Proposal (RFP) from Williamson County EMS (WCEMS) for Cardiac Monitors to be procured for the 2025-2026 contract period. The solicitation seeks to purchase 35 total cardiac monitors, with 6 monitors for field trucks and 1 monitor for clinical practice trials. The RFP includes a two-phase evaluation process: Phase 1 will select the top 2 proposals based on trial requirements and technical attributes, and Phase 2 will choose the final cardiac monitor through comprehensive scoring across pricing, clinical/technical trials, and field trials. The trial periods are scheduled for January 19-February 24, 2026, and March 2-April 7, 2026, with vendor trainers on-site for setup, configuration, and staff training. The estimated contract award date is June 1st, 2026, with product delivery required by September 1st, 2026.

The pricing structure requires vendors to provide a comprehensive base model kit including the cardiac monitor, batteries, monitor case, printer, network connectivity, cables, probes, and accessories. Additional pricing requirements include software licenses, integration capabilities, on-site training, battery charging stations, and a service/warranty agreement. Vendors are also asked to provide trade-in credits for existing LifePak 15 monitors and charging stations. The evaluation will assess proposals across multiple criteria, including 87 points for trial requirements, 72 points for clinical/technical monitor attributes, and 41 points for field monitor attributes. The final selection will be weighted with 34 points for pricing, 33 points for clinical/technical trials, and 33 points for field trials.
