About this file
The document is an Attachment K - Proposal Affidavit from Williamson County Purchasing (Wilco Purchasing), which requires consultants and vendors to certify compliance with several Texas Government Code provisions. The affidavit mandates that businesses certify they are not boycotting Israel, Iran, Sudan, energy companies, or firearm and ammunition industries, with specific exemptions for small businesses (fewer than 10 employees) or contracts under $100,000. The document also allows for interlocal agreement adoption of awarded contracts, meaning other agencies can potentially piggyback on Williamson County's contract awards.
The certification requires vendors to affirm they have not engaged in collusive bidding practices and have not been involved in price-controlling agreements for six months prior to the proposal submission. Vendors must also certify they have not been debarred from doing business in Texas. The document provides space for a company representative to sign, date, and provide contact information, acknowledging that the agreement may be terminated and payment withheld if any certifications are found to be inaccurate. The affidavit is designed to ensure ethical business practices and compliance with state-level regulations regarding business conduct and international relations.
