About this file
This is a Technical Criteria Attachment document for RFP RM26-8 issued by the State of Utah Division of Purchasing for the procurement of sandbags used for flood control. The solicitation is open to all eligible users within the State of Utah and may result in multiple awards based on vendor performance against established scoring thresholds. The contract term is five (5) years, with vendors required to guarantee pricing for one year and maintain any negotiated discount percentages for the full contract duration. Vendors must demonstrate their ability to respond to Utah emergencies by delivering bags within 48 hours of purchase order receipt.
The technical evaluation utilizes a maximum of 800 points divided into two sections: Section 1 (400 points) assesses vendor qualifications and emergency response capability, while Section 2 (400 points) evaluates the vendor's approach to meeting Utah public entity needs and salespeople's ability to identify contracted prices and reference unique Utah-issued contract numbers on quotes and invoices. Vendors must achieve a minimum technical score of 480 points to advance to the cost evaluation stage. An evaluation committee will assess responses and average scores across all evaluators to determine technical scores for each section. The administrative fee is 0.0%, and vendors are instructed to submit clear, concise responses without promotional material, unsolicited information, or pricing details in technical proposal responses.

Technical Criteria Attachment D RM26-8 Sandbags
PURPOSE OF THIS DOCUMENT: The purpose of this document is to assign a “Technical Score” to a vendor’s proposal. This is done by an evaluation of the vendor’s responses to the questions in this document. If a vendor fails to meet the minimum point threshold for their technical score, they will not move on to the next phase of the RFP.
EVALUATION PROCESS: An evaluation committee will evaluate each response by the vendor, assigning a score to each section of questions. The average score of all evaluators will be used to determine the vendor’s technical score for each section.
Possible technical evaluation points: 800 Minimum technical evaluation points to advance to the cost evaluation stage: 480
VENDOR INSTRUCTIONS:
1. Vendors must provide clear and concise responses to the questions below. Vendors should use the format provided and save it with their company name in the title of the file (e.g. “ABC Company – Attachment D”); however, if this is not possible, the vendor may provide responses in any format as long each response clearly indicates the question # and its respective response. Failure to use this form may result in a lower score if the evaluation committee is not able to easily evaluate the information provided.
2. Information such as promotional material, executive summaries, etc. should not be included unless specifically asked for. Unsolicited information will not be considered nor evaluated. Internet links will also not be accepted unless they are specifically asked for.
3. Do not include any pricing information in any response to these questions.
4. Vendors who had or have a State of Utah contract should not assume any preferential treatment. All proposals will be evaluated equally.
