About this file

This is an IT Inclusions attachment document for Bernalillo County, New Mexico, outlining technical and operational requirements for a Computerized Maintenance Management System (CMMS) vendor supporting the County's asset management program. The document establishes comprehensive requirements across five primary areas: breach notification procedures requiring vendors to notify the Agency within 72 hours of discovering any data breach and to provide ongoing updates until resolution; security compliance mandating annual SOC 2 Type 2 audits conducted by qualified third-party auditors with reports provided to the Agency's IT department for review; data ownership and control provisions establishing that all Agency data remains the sole property of the County with vendors restricted from accessing or using data outside the scope of service delivery; disaster recovery and business continuity planning requirements including defined recovery time and point objectives, annual testing and validation, and immediate notification of service disruptions; and data integration requirements ensuring secure, reliable data exchange between the CMMS and the County's SAP Enterprise Resource Planning system using industry-standard protocols with real-time or scheduled synchronization capabilities.

The attachment emphasizes vendor responsibility for all costs associated with breach investigation, mitigation, and remediation, including notification expenses, credit monitoring services, and legal fees incurred by the Agency. Data protection obligations survive contract termination for the duration that vendors retain access to Agency data. Vendors must provide the complete Disaster Recovery Plan within 14 days of contract execution and conduct annual testing with summary results provided to the Agency. The County reserves the right to audit and review all integration processes, technical documentation, performance metrics, and system logs. All data transmitted between systems must be encrypted both in transit and at rest, with vendors required to promptly notify the Agency of any system changes affecting data exchange and to obtain written approval before implementing updates to the production environment.
