About this file

This document is an Addendum #3 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Tenant Alteration Application (TAA) Code Review Services. The solicitation (RFP# 6000001825) is for a four-year term of professional services to be provided on a task order basis. The proposal submission deadline is set for 2:00 p.m. Eastern Time on December 15, 2023, with the contract term spanning four years.

The addendum addresses two specific clarification questions from potential proposers: first, confirming that only Registered Architects or Professional Engineers licensed in New York or New Jersey are acceptable for project staffing, and specifically ruling out Qualified Elevator Inspector (QEI) certifications for vertical transportation services; second, instructing proposers to use the cover letter template provided in the RFP while allowing minor additions if necessary. Interested parties with questions are directed to contact Ms. Stephanie Seelall via email at sseelall@panynj.gov, and all other original RFP terms and conditions remain unchanged.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL TENANT ALTERATION

APPLICATION (TAA) CODE REVIEW SERVICES AS REQUESTED ON

A TASK ORDER BASIS FOR A FOUR-YEAR TERM (RFP# 6000001825) –

ADDENDUM #3

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: In the RFP Documents, under Section IV. Proposer Requirements on Page 2, Number 1. states “All staff proposed shall be a Registered Architect or Professional Engineer licensed in the State of New York or the State of New Jersey.” If a proposed staff does not have a Professional Engineer or Registered Architect license but has a Qualified Elevator Inspector (QEI) Certification, would a QEI certification be acceptable for staff that will provide vertical transportation services?

Answer #1: A Qualified Elevator Inspector (QEI) Certification is not acceptable for staff that will provide vertical transportation services.

Question #2: Should we use the cover letter provided in the RFP or may we use our own?

Answer #2: Please use the cover letter as provided in the RFP. You may add additional documents, if necessary. However, proposers should adhere to the RFP template as closely as possible.

The due date for receipt of Proposals remains 2:00 p.m. Eastern Time (ET), December 15, 2023.

If you have any questions, please contact Ms. Stephanie Seelall at sseelall@panynj.gov.
