About this file
This document is an Addendum (#7) to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Tenant Alteration Application (TAA) Code Review Services. The RFP seeks professional services for a four-year term, with proposals due by 2:00 p.m. Eastern Time on January 05, 2024. The services involve providing code review experts who will work either full-time or three days per week at Port Authority offices, with a focus on reviewing design codes for commercial and transportation facilities in New York or New Jersey.
The addendum addresses four specific questions from potential bidders, clarifying requirements such as staff licensing (all proposed staff must be Registered Architects or Professional Engineers licensed in New York or New Jersey), experience requirements (minimum five years of code review experience), and minority/women/veteran-owned business participation. While specific percentages are not required at this stage, bidders are asked to provide a list of firms they intend to work with and explain any subconsultant diversity status. The RFP number is 6000001825, and interested parties can contact Ms. Stephanie Seelall at sseelall@panynj.gov for further information.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL TENANT ALTERATION
APPLICATION (TAA) CODE REVIEW SERVICES AS REQUESTED ON
A TASK ORDER BASIS FOR A FOUR-YEAR TERM (RFP# 6000001825) –
ADDENDUM #7
Dear Sir or Madam:
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.
Question #1: Under Proposal Requirements (IV), can “All staff proposed” be changed to “It is preferred that the majority of proposed staff ” are Registered Architects or Professional Engineers in the State of New York of the State of New Jersey, but not all staff are required to be Registered Architects or Professional Engineers?
Answer #1: Under Proposal Requirements, Section IV number 1, will remain “All staff proposed shall be a Registered Architect or Professional Engineer licensed in the State of New York or the State of New Jersey. Not all staff at the firm are required to be registered at the firm, only staff being proposed for this RFP.
Question #2: For Attachment A – Scope of Services, please confirm that the intent of this RFP is to fulfill extension of staff services for full-time or three days per week at Port Authority’s offices.
Answer #2: Please refer to Addendum 2, Number 2.
Question #3: Please specify the number of projects required to demonstrate the total of five years of proposer’s code review project experience. Are three projects sufficient?
Answer #3: Section IV, Number 5 of the Proposer Requirements states “Proposer, at a minimum, must have five years’ demonstrated experience providing design code review services on commercial and transportation facilities with demonstrated knowledge of the building codes in the City of New York, or New York State, and/or State of New Jersey”. There are no exceptions to the number of projects.
Question #4: Please confirm that if the proposer is not an MBE/WBE/SDVOB firm, due to the nature of this contract to provide extension of staff/code review services, the proposal is not required to fill out Attachment F.
Answer #4: To the best of your ability, please have a list of firms you have reached out to with the intent of working with through Attachment F Participation Plan. A simple list of the firms will suffice. Specific percentages are not required at this time on a task order level. If the subconsultant is not an MBE/WBE/SDVOB please provide an explanation within the proposal.
The due date for receipt of Proposals remains 2:00 p.m. Eastern Time (ET), January 05, 2024.
If you have any questions, please contact Ms. Stephanie Seelall at sseelall@panynj.gov.
