About this file
This Invitation for Bid (IFB) is issued by Letcher County Fiscal Court in Kentucky for Hazardous Material Inspection Services. The county seeks qualified environmental professionals licensed by the Division of Air Quality and accredited in the State of Kentucky to conduct hazardous material surveys for up to 150 residential properties acquired through a voluntary property buyout grant program. The scope of work requires firms to investigate assigned residential buildings, identify and document all friable and Class I and Class II non-friable asbestos-containing material and suspected hazardous waste, collect physical sampling as needed, quantify identified materials, and recommend proper removal and disposal methods. Survey reports must be submitted within six days of inspection and shall include all information required for completing the Kentucky Division of Air Quality Notification of Asbestos Abatement/Demolition/Renovation form, along with photographs of the property, sampling locations, and suspected materials. Bids are due November 12, 2026, at 9:00 AM ET through the online DFS Procurement Portal, with public bid opening scheduled for 10:00 AM ET the same day. Award is anticipated at the Fiscal Court meeting on November 16, 2026, at 10:00 AM ET. The contractor must be capable of starting work within 14 days of notice to proceed and completing all work within 30 days of notice to proceed.
All bidders must provide copies of liability and workers compensation insurance, proof of Division of Air Quality licensure and Kentucky accreditation, and active registration with the federal System for Award Management (SAM). Properties will be released for inspection sequentially as they complete necessary program steps, and there is no guarantee of total work quantity as structures may fall out of the program or be awarded to another contractor to meet state deadlines. Actual removal and disposal of hazardous materials is not included in this contract. Letcher County Fiscal Court reserves the right to accept or reject any bids and encourages submissions from women-owned, minority-owned, and veteran-owned businesses. Submissions must be made through the online procurement portal at dfs.bonfirehub.com/portal, with questions directed to procurement@erassist.com and inspection scheduling coordinated through buyout@erassist.com.
