About this file

This document is a Certification Regarding Lobbying form required for federal compliance in connection with the Letcher County Fiscal Court's Invitation for Bid for Hazardous Materials Inspection Services in Kentucky. The certification pertains to a contract opportunity involving qualified environmental professionals licensed by the Division of Air Quality to conduct hazardous material surveys for up to 150 residential properties acquired by Letcher County through a voluntary property buyout grant program. The form establishes that no federally appropriated funds have been or will be paid to influence federal officials in connection with this contract award, and certifies compliance with applicable federal regulations.

The certification constitutes a material representation of fact required by section 1352, title 31 U.S. Code, and submission is a prerequisite for contract execution. Any contractor must disclose non-federal funds used for lobbying purposes on Standard Form-LLL if applicable. Contractors agree to include the certification language in all subawards at all tiers and require subrecipients to certify and disclose accordingly. Failure to file the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 per failure, and the false claims and statements provisions of 31 U.S.C. Chapter 38 apply to the certification and any related disclosures.
