About this file
This is a Form 200.321 Affirmative Steps document issued by Letcher County Fiscal Court in Kentucky, outlining compliance requirements for contracting with small and minority businesses, women's business enterprises, and labor surplus area firms under 2 CFR 200.321. The document relates to a hazardous materials inspection services solicitation for up to 150 residential properties acquired through a voluntary property buyout grant program. Letcher County is seeking qualified environmental professionals licensed by the Division of Air Quality and accredited in Kentucky to conduct hazardous material surveys on these properties.
The affirmative steps required by this regulation mandate that contractors and subcontractors place qualified enterprises on solicitation lists, solicit enterprises whenever they are potential sources, divide total requirements into smaller tasks when economically feasible to maximize participation, establish delivery schedules that encourage participation, and utilize assistance from organizations such as the Small Business Administration and the Minority Business Development Agency. These requirements apply to all contractors and any subcontractors they may engage for this project, ensuring maximum opportunity for small, minority, and women-owned businesses to participate in the contract opportunity.
