About this file
This is an Evaluation Criteria document from Boulder County Procurement for the Willoughby Corner Phase II (IIA and IIB) Construction Manager/General Contractor (CM/GC) project administered by the Boulder County Housing Authority. The project seeks qualified CM/GC firms to provide pre-construction, construction, and construction administration services for a 400-unit permanently affordable housing development on a 24-acre parcel near Lafayette, Colorado. The development will include duplexes, townhomes, multi-family apartments, and owner-occupied residences, along with significant site improvements and resident amenity spaces. The project is financed primarily through low-income housing tax credits (LIHTC) from the Colorado Housing Finance Authority and Private Activity Bonds.
The evaluation process will be conducted by a selection committee that may request additional information or conduct interviews with vendors. Proposals will be scored on a 100-point matrix comprising three primary categories: Statement of Qualifications (40 points), Statement of Approach (30 points), and Proposed Fee Structure (30 points). The county reserves the right to base final evaluation and selection on any or all of these criteria, with final decisions made following the committee's comprehensive review of submissions.
