About this file
This is Addendum No. 2 to a Request for Information (RFI) Response Tracker for Kane County, Utah's Construction Services Remodel Projects solicitation (NS27-108). The document pertains to construction remodeling projects in Kane County and establishes a structured process for bidder inquiries. A mandatory pre-bid conference and site walk-through is scheduled for Monday, September 14th, 2026, at 10:00 am (MDT), beginning at 180 W 300 N, Kanab, UT 84741 and concluding at 76 N Main Street, Kanab, UT 84741. Final RFI questions must be submitted in writing to Matthew Henke, Architect at Iron Rock Group (matt@ireng.net), with a deadline of Monday, October 5th, 2026, by 5:00 pm (MDT). Addendum No. 1 modified the original proposal submission date; sealed bids are now due Monday, October 9th, 2026, at 12:00 PM (MDT) at Kane County Clerk's office, 76 N Main Street, Kanab, Utah 84741, with bid opening occurring immediately thereafter at the same date and time.
The RFI Response Tracker serves as documentation of all questions submitted by potential bidders and the corresponding responses provided by the project architect, ensuring transparency and equal information distribution among all participants. This addendum-based approach allows Kane County to clarify project requirements, technical specifications, and construction details throughout the pre-bid period. No pricing information, set-asides, funding sources, or contract term details are specified within this RFI response tracking document, as these elements would be contained within the primary solicitation documents and bid specifications. All vendors are responsible for reviewing the complete solicitation package to ensure full compliance with submission requirements and project specifications.

Last Update 9/24/2026
Inquiry # Reference Inquiry Date Rec. Response Date Res.
1 Due Date The proposed due date falls on a holiday
(Columbus Day). Will the county be operating to receive bids?
9/14/2026 This was a scheduling oversight. The county will not be open. The RFP will be updated with a new bid deadline moved up slightly. Bids must be received no later than Friday, October 9th by 12:00 pm.
9/15/2026
2 Budget Is there an engineering estimate or approved budget for these projects?
9/14/2026 An engineering estimate is not provided for these projects. Kane County is requesting competitive bids in order to develop a budget that is both feasible and the lowest, qualified amount.
9/15/2026
3 Construction Where are acceptable areas for construction staging? And will construction fencing be required?
9/14/2026 Staging is available and ought to take place wholly on county property. For the Assessor project, the entire west parking lot is available for staging. For the Administrative Building, there is a fenced parking area to the SE of the building which can be available for contractor use for staging and demolition removal (directly adjacent open roof).
Construction fencing is not expected by the county, but may be planned for at the contractor's discretion.
9/15/2026
4 Roof Snow-fall mitigation was brought up as a concern if the roof is being updated to a standing seam.
9/14/2026 The county requests that bar-style snow guards at the roof perimeter be included for costing.
9/15/2026
5 Finishes There are a variety of drywall textures throughout the building. Is the county expecting us to remove the existing textures entirely or skim coat in order to achieve a smooth finish throughout?
9/14/2026 Existing textures are not expected to be removed.
The end-objective is to make interior wall textures consistent to the extent possible. A skim coat and smoother texture such as holy smooth or light skip trowel is acceptable throughout. Exact final texture will be evaluated and approved during construction and in context acknowledging the limitations of existing conditions.
9/15/2026
6 Framing The plans do not specify if walls are stud framed or light-guage steel framed?
9/14/2026 Wood stud framing is acceptable for each project. 9/15/2026
7 Floor It was noted on site that in order to completely mitigate the squeeking floor, that it would need to be torn up and replaced entirely. Is that the county's expectation?
9/14/2026 Other than an instance of rot (if any), the county is not requesting contractors to tear up and replace the existing floor. Expectation for purposes of bidding is for the contractor to install additional screws throughout the floor to mitigate squeeking to the extent possible.
9/15/2026
8 Access Do we need to plan on replacing the attic and crawlspace access doors?
9/14/2026 Yes. Please provide new accesses for both crawlspace and attic.
9/15/2026
9 Bid Delivery Are bids supposed to be physically delivered or are digital copies allowed?
9/14/2026 Please provide a physical, sealed bid as directed in the RFP.
9/15/2026
10 Bidders List Will a bidders list be provided for this project? 9/14/2026 Yes. The county will post a bidders list for this project.
9/15/2026
11 Hours of Work Will contractors be limited to daytime work or is the county amenable to night work?
9/14/2026 The county is amenable to work done outside of normal business hours including night work. The extent of such work must be coordinated with the county and within applicable city ordinances.
9/15/2026
12 Walls For the Administrative Upstairs Remodel, the plans do not clarify whether walls terminate at grid or are continuous to underside of sloped ceiling.

16 Material
Testing
Do either of these projects require asbestos and/or lead testing? And if so, will this be the responsibility of the contractor?
9/14/2026 Neither project requires lead testing. The county will maintain responsibility for any/all asbestos testing. Contractors are instructed to bid the project under the assumption that no asbestos abatement is required. Should these circumstances change based on forthcoming information, such scope alterations will be resolved directly with the awarded contractor.
9/21/2026
17 Schedule Please clarify Construction Start and End date, calendar dates, and if night work was approved.
9/14/2026 Per the RFP instructions, contractors are requested to propose construction start and end dates (i.e.
construction schedule) as part of their proposal. A specific scheduling of "calendar dates" will not be finalized until a contractor is awarded. If the awarded contractor's proposed schedule conflicts with county dates in any way, schedules will be coordinated and adjusted as necessary between the contractor and the county at that time. Night work is acceptable with limitations as noted in
Addendum 1 response #11.

LVP must be a commercial architectural-grade priced product.
Base: Vinyl wall base throughout both projects.
9/21/2026
22 HVAC a) What is the expectation and scope of HVAC infrastructure removal?
b) To what extent are we allowed to utilize existing
HVAC infrastructure?
c) May we utilize the existing HVAC diffusers?
9/22/2026 a) It is expected that all non-essential equipment in the lower vault be removed. Unused infrastructure throughout the remainder of the building crawlspace is to be appropriately terminated, but is not expected to be fully removed. Non-essential equipment in attic spaces is expected to be removed. Infrastructure to be dealt with per the following response.
b) The existing HVAC ductwork and infrastructure can remain and be utilized to the extent possible.
Wherein spatial reconfiguration for this project is relatively minimal, existing ductwork branches, supplies, returns, etc. which may be leveraged for continued use may be used.
c) Existing diffusers may be utilized to the extent possible. All diffusers must be cleaned and repainted as applicable to the space.
9/22/2026
23 Finishes Carpet Tile Specification: The documentation lists the carpet as "TBA - Samples to be presented to owner for approval." To help narrow down the options, could you provide their target price point or material preference? For example, polyester carpet tiles cost significantly less than nylon, so knowing their budget will help me select the right samples to present.
9/23/2026 See response #21. 9/24/2026
24 Finishes Demolition & Subfloor Preparation: I am assuming the demolition will be completed and the floors will be clear before we arrive. Does the demo scope include mechanically removing the old carpet adhesive down to the concrete? If not, I need to include a primer encapsulation in my quote to cover the old adhesive and provide a clean, ready surface for the new installation.
9/23/2026 Demolition is the responsibility of the contractor including removal of old carpet. See general finish notes for additional information--contractors are responsible for preparing existing sub-floor surfaces to receive new flooring as applicable.
9/24/2026
25 Finishes Base: There are different types of base shown in the buildings (carpet base and rubber base). Is there going to be a single base picked for the entire building or what is your plan for base throughout the rooms?
9/23/2026 See response #21.
26 Glazing Is there a frame color for the commercial storefront?
Is there any additional info for the translucent vinyl film called out for the interior glass?
Any additional info on the exterior windows with the upper awning windows? Any specific manufacturer?
Is there any more information on the glass make up other than 'exterior solar tinting"?
9/23/2026 Frame color for costing purposes = black.
It is anticipated that the vinyl film will be a commercial-grade roll-on product adhered after window manufacturing.
There are no required manufacturers required for windows or the film.
Additional window requirements as follows:
- Config: 1" nominal insulating glass unit
- Glazing: Clear, standard low-E (Provide solar tinting @ south-facing windows [Madico or approved equal])
- Safety: Tempered safety glazing where required per plan
- Frame: Thermally broken. NFRC certified and labelled.

27 Electrical My electrician investigated further during a site visit and the existing service is 120/240 single phase, not 3-phase.
The 400-amp main is tapped to feed power to the other 225 amp main that feeds both panel A 1 & 2.
If the expectation is to change the service to 3-phase, you will have to upgrade the utility connection and transformers. Please advise.
9/23/2026 This has been verified. There is an existing panel within the building incorrectly marked as a 3-phase service. Electrical plans have been updated to reflect a single-phase service and a more accurate layout of panels. The building is not expected to be equipped with 3-phase service. Additionally, the original design and specified equipment is not affected by this information.
9/24/2026
28 Electrical There is an option on the electrical drawings to relocate "New Panel B" from crawlspace into the new electrical room. Based on available space in that room, it is unlikely for that panel to adequately fit in that space. Is the county amenable to relocating that panel behind the door in the Janitor room. There is adequate space there and this would simplify the relocation since it is directly above where the existing panel is currently.
9/23/2026 The county is amenable to this location. Plans have been updated to reflect this new location option.
9/24/2026
29 Bidding On the electrical drawings, there is a request to provide 3 different cost options for the electrical panel fixes/installation approaches. How does the county want these reflected in the bid?
9/23/2026 The request for electrical line items are noted on
E0.3. Contractors must use OPTION 3 for their base bid as this is the most comprehensive solution
("Remove and replace all existing old or outdated exterior switchgear with new switchgear and main circuit breakers. Provide all equipment, connections, and associated work required for a complete and operational installation").
Contractors should clearly mark alternate options and their applicable cost reductions as part of their cost proposal and breakdowns.
30 Doors Door D30 on A100 is called out as a 32" wood door.
Please provide clarification/verification on this. The typical exterior door would be a 36" HM. Wood doors with the bes finishes don't hold up well.
9/24/2026 D30 is mislabeled. This door should indeed be a 3-
0' x 7'-0' HM door w/ paint finish.
9/24/2026
31 Exterior Is the stucco intended to be a hard-coat stucco or cement plastering? And can stucco be substituted for EIFS?
9/24/2026 We are not aware of any substantive difference between the first two systems mentioned, but if clarification is required: The county expects a stucco system in line with standard installation practices typical to our region, namely, 1) WRB over sheathing, 2) 1" rigid insulation, 3) expanded metal lathe, and 4) a 3-coat system (scratch, brown, & finish color).
For purposes of bidding purposes, do not assume
EIFS as an approved substitution.
9/24/2026
32 Fire Protection Please verify that both properties are non-sprinkled and are intended to remain non-sprinkled.
9/24/2026 Verified. Please refer to existing levels of fire protection notes for each project included on the architectural title sheets for further clarification.
9/24/2026
33 Ceilings Sheet A012_Demolition & New Work Plan (DMV &
Assessors Office) does not call out for any of the ceilings to be demolished. Sheet A120_RCP calls for new finished gypboard ceilings throughout most of the building. Please confirm that we are to demolish these ceilings and replace with new gypboard, or clarify if we are to do an overlay with new gypboard over the existing ceiling.
9/24/2026 A120 provides areas requiring new ceiling. Scope of installation for bidding purposes in these areas will be 1) remove stick on ceiling tiles, 2) apply new gypboard over existing gyboard substrate, 3) finish per plan.
Complete removal of existing ceiling gyboard is not anticipated nor required.
9/24/2026
34 Insulation Please confirm if we are to replace attic insulation? 9/24/2026 See A300. Contractors are to salvage existing attic insulation to the extent possible and build up with comparable insulation to ensure a min. R30 value throughout attic space.
9/24/2026
35 Ceilings On the RCP there are two rooms (Janitor and IT) that do not have a callout for the ceiling type.
Please clarify scope of work in these rooms.
9/24/2026 These rooms do not have ceiling callouts because no ceiling work is anticipated.
36 Existing
Buildings
Are there any interior photos of these two projects that can be shared?
9/24/2026 A digital walk-through has already been provided for each of these projects. Link and instructions for each project are provided directly on the RFP.
Please refer to that in order to view the existing status of each project.
9/24/2026
37 Windows We've observed minor discrepancies in window sizing. Just so we can plan for adjacent material repairs, is the intent just to replace the existing windows and utilize their existing openings (which wouldn't impact adjacent finishes) or are we increasing each opening size to what is specified
(which may require adjacent tear out and material replacement).
9/24/2026 The intent is to replace the existing windows with as minimal adjacent rework/repair as possible.
Existing RO's should be leveraged. The is true for all windows with few exceptions which are clearly called out in the plans based on limiting existing conditions.
