About this file

This is a Responsiveness Checklist document prepared by the City of Dallas Office of Housing and Community Empowerment (OHCE) for evaluating applications submitted under the Drivers of Poverty/Drivers of Opportunity Program Notice of Funding Availability (NOFA) for Dallas Financial Empowerment Centers. The checklist is designed to assess nonprofit organizations' compliance with application requirements for serving as subrecipients to provide professional financial counseling services, operate FEC hub sites, deliver services at city-owned co-locations, and offer financial literacy programming to Dallas residents. The grant opportunity features a one-year term, with funding contingent upon City Manager recommendation, City Council approval, and U.S. Department of Housing and Urban Development approval of the City's Annual Action Plan. Applicants selected as FEC partner providers will be required to integrate services into existing social service delivery models through partnerships and collaborations to serve very low-to-moderate income households throughout Dallas.

The program is funded through Community Development Block Grant (CDBG) dollars administered by the City of Dallas, making it subject to CDBG regulations and compliance requirements. The responsiveness checklist serves as a critical evaluation tool to ensure that submitted applications meet all mandatory submission criteria and documentation standards established by the City. As a grant-funded initiative rather than a competitive bidding process, this opportunity prioritizes organizational capacity to deliver coordinated financial empowerment services and demonstrate commitment to advancing economic mobility for eligible Dallas residents through integrated service delivery models.
