About this file
This document is a resource guide from the Financial Empowerment Centers (FEC) program outlining counseling activities and measurable outcomes tracked within the FECBOT system to demonstrate program effectiveness across all FEC locations. The City of Dallas Office of Housing and Community Empowerment is accepting grant applications from nonprofit organizations to serve as subrecipients and operate FEC hub sites providing professional financial counseling services, FEC operations at city-owned co-locations, and financial literacy programming to Dallas residents. The program targets very low-to-moderate income households and operates under a one-year term with the potential for renewal. Services are designed to facilitate sustained household financial stability and advance economic mobility by integrating FEC services into existing social service delivery models through community partnerships and collaborations.
The document details standardized counseling activities and corresponding outcomes across six service areas: Banking, Credit & Debt, Savings, Legacy Planning, Budgeting, and Access to Public Support Programs. Counselors must select specific linked activities within the FECBOT system to achieve measurable outcomes such as opening safe banking accounts, using accounts actively, establishing or increasing credit scores, reducing non-mortgage debt, increasing savings, and completing legacy planning preparations. Funding for the program is provided through Community Development Block Grant (CDBG) funds from the City of Dallas and is subject to City Manager recommendation, City Council approval, and U.S. Department of Housing and Urban Development approval of the City's Annual Action Plan. Selected subrecipients must comply with all CDBG regulations and reporting requirements.

FEC Counseling Activities and Outcomes
Counseling activities are actions that counselors add to a client’s service plan to track progress toward financial goals. Some counseling activities lead to FEC outcomes—standardized, research-based measures in each service area that represent targeted improvements in financial health. These outcomes are tracked across all FECs to demonstrate program-wide impact and effectiveness.
FEC OUTCOMES
To achieve a FEC outcome in FECBOT, counselors must add the specific counseling activities linked to that outcome. These key activities are listed below and must be selected in FECBOT if the related outcome is to be achieved. In most cases, counselors must also set a baseline so progress can be tracked.
For more info on how outcomes are calculated, review the FEC Public Outcomes & Calculation resource.
