About this file

This file is an attachment from the City of Dallas Office of Housing and Community Empowerment (OHCE) that identifies Qualified Census Tracts (QCT) designated by the U.S. Department of Housing and Urban Development (HUD) as effective January 1, 2024. The document serves as a reference guide for the Dallas Financial Empowerment Centers – Drivers of Poverty/Drivers of Opportunity Program, which is funded through Community Development Block Grant (CDBG) resources. Qualified Census Tracts are defined as census tracts with a poverty rate of at least 25 percent or in which 50 percent of households have incomes below 60 percent of the Area Median Income (AMI). The attachment includes a map reference to HUD's ARPA Qualified Tracts Identifier and directs users to online resources at the HUD USER Data portal for additional information regarding qualified census tracts and difficult development areas.

The purpose of this attachment is to establish the geographic scope and eligibility criteria for the Financial Empowerment Centers grant program, which seeks nonprofit organizations to serve as subrecipients providing professional financial counseling services, operating FEC hub sites, and delivering financial literacy programming to very low-to-moderate income residents in Dallas. Funding is contingent upon City Manager recommendation and City Council approval, as well as HUD approval of the City's Annual Action Plan. The grant carries a one-year term and requires compliance with CDBG regulations and funding requirements established by the U.S. Department of Housing and Urban Development.
